Summary of the contracting process

Wirral Council procured temporary homeless hostel accommodation and housing-related support for people aged 25 and over in Wirral. The service helps the Council meet its homelessness duties by assessing people with multiple and complex needs, providing support and signposting, and helping residents move into suitable longer-term accommodation. Required support includes tenancy sustainment, health and wellbeing, access to other support services, personal and emotional support, and assistance with employment, education, training and volunteering. The service also develops residents’ ability to live independently. This is a health and social work service, with delivery in the Wirral area. It would suit organisations providing supported accommodation and practical, person-centred services for vulnerable homeless adults.

The procurement is complete and the contract was awarded to The Riverside Group Ltd (Care & Support). Wirral Council used a direct award below the applicable threshold, without competition, under the light-touch regime. The award covers one lot. The contract was signed on 21 April 2026 and runs from 1 May 2026 to 31 October 2026. Its gross value is £217,000. The council has a single six-month extension option, with the maximum contract period ending on 30 April 2027. The selected supplier is a large voluntary, community or social enterprise. The evaluation basis was therefore the council’s direct-award decision rather than a competitive assessment of bids. The requirement is recorded as complete, while the contract is active.

This award demonstrates a defined local requirement for temporary accommodation combined with intensive support for homeless adults aged 25 and over. A credible future competitor would need to provide or manage suitable hostel accommodation in Wirral and support residents with multiple, complex needs. Relevant capability includes assessment, housing pathways, tenancy sustainment, health and wellbeing support, safeguarding-sensitive personal support, and effective referral or signposting to other services. Providers should also be able to help residents engage with employment, education, training and volunteering while building independent-living skills. The incumbent is a large voluntary, community or social enterprise, indicating that the buyer values an organisation able to deliver substantial, person-centred social support alongside accommodation management. Experience of working with councils on homelessness duties would strengthen a comparable proposition.
