Summary of the contracting process

The London Borough of Enfield procured a continuous and reliable supply of liquid fuels for its vehicle fleet and critical plant. The requirement covers diesel, which is the main fuel needed, and petrol, required in smaller but consistent volumes. Fuel is also needed for emergency generators at corporate and housing sites, supporting resilience during power outages. This is a goods procurement for petroleum products and related energy supplies, classified under CPV 09000000. Delivery and use relate to Enfield Council’s operations in Enfield and its corporate and housing sites. The buyer is the London Borough of Enfield, a local authority. The requirement is focused on fuel supply rather than vehicle maintenance, plant operation or generator servicing.

This completed procurement was awarded through a limited procedure without a prior published competition, using a mini-competition under the National Fuels 3 Framework. Evaluation was based on price. Certas Energy UK Limited received the award for the requirement. The contract was signed on 1 April 2026 and starts on 1 July 2026 for 12 months, with an option for the Council to extend it by up to a further 12 months. The stated contract value is £2,500,000 excluding VAT, covering the full 24-month period if the extension is taken up. One bid was recorded. The procurement has one lot, although that lot is recorded as cancelled while the award remains active.

For suppliers assessing future requirements from Enfield Council, this award demonstrates demand for dependable, high-volume delivery of both diesel and petrol, with diesel forming the larger share. Credible competitors would need to supply fuel continuously for a local authority vehicle fleet and critical plant, while also supporting emergency generators at corporate and housing sites. Operational resilience is therefore central: suppliers should be able to maintain reliable deliveries during changing service demand and support sites where fuel availability matters during power outages. Experience supplying public-sector or similarly distributed operational fleets would be relevant. The route to market is also significant: suppliers able to compete through an established fuels framework or comparable structured purchasing arrangement would be better placed for a future requirement.

**Please note: this is NOT an opportunity, it is the publication of an award notice inline with the Governments Transparency Agenda** The Service covers the Council's requirement for a continuous and reliable supply of diesel and petrol to operate its vehicle fleet and critical plant. Annual consumption fluctuates with service demand; diesel remains the dominant fuel due to the fleet profile, while petrol is needed in smaller but consistent volumes. Fuel is also required for emergency generators across corporate and housing sites to ensure resilience during power outages. This Contract was awarded further to a mini-competition run by the GCA (formerly CCS) under the National Fuels 3 Framework (RM6305) The contract start date is 1st July 2026 covering a duration of 12 months. There is the option to extend for a period of up to a further 12 months at the discretion of the Council.
