Summary of the contracting process

East Riding of Yorkshire Council intends to procure a safeguarding support service for voluntary, community, social enterprise and faith organisations operating within the East Riding of Yorkshire. The service will support organisations working with adults, children and young people to develop and maintain effective safeguarding arrangements, policies and practices. Activities will include safeguarding advice and guidance, training and development, safeguarding resources and information, administration of Disclosure and Barring Service checks, safeguarding forums and events, and engagement with the local voluntary and community sector to promote awareness and good practice. This is a service procurement under the health and social work services category. The council is the buying organisation and the work will be delivered across the East Riding of Yorkshire.

This procurement is at the planning stage and the council is carrying out preliminary market engagement before inviting tenders. It expects to use a light-touch procedure for one lot. The estimated value is £154,800 including tax. The anticipated contract period is 1 April 2027 to 31 March 2029, with an option to extend by up to one year, to no later than 31 March 2030. The council expects the next notice to be published by 15 March 2027. It has scheduled engagement to gather feedback on barriers that might discourage participation; interested providers are invited to complete a questionnaire. Feedback is due by 31 August 2026. The planned procurement is below the relevant threshold.

The service is likely to suit safeguarding consultancies, training providers and voluntary, community, social enterprise or faith-sector organisations with practical experience supporting smaller community organisations. Relevant capability includes advising on safeguarding for both adults and children and young people, developing and reviewing policies and procedures, delivering training and development, producing accessible guidance and resources, and promoting good practice across a local network. Providers able to administer Disclosure and Barring Service checks and organise safeguarding forums or events will be well placed. Experience engaging with the voluntary and community sector is directly relevant. The council has identified the procurement as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so smaller specialist providers should use the engagement period to raise participation barriers and prepare for the future tender.
