Summary of the contracting process

Northern Health and Social Care Trust procured secukinumab (Cosentyx) 150 mg and 300 mg pre-filled pens and syringes, supplied through a homecare service. This is a pharmaceutical-goods requirement supporting continuity of patient care and homecare treatment. Delivery is for the Trust’s service area in Northern Ireland. The requirement covers both specified strengths and presentation formats, with homecare provision forming part of the supply arrangement. It is therefore relevant to pharmaceutical manufacturers, authorised medicine suppliers, specialist healthcare distributors and homecare providers able to manage prescription medicine supply and patient support for a public health service. The buyer is Northern Health and Social Care Trust, based in Antrim.

The procurement has been completed and awarded. It used a direct award under section 41, schedule 5(6) of the Procurement Act 2023, on the stated basis that patent protection and sole marketing authorisation holder status meant only one supplier could provide the medicine, with no reasonable substitute. The award date was 17 August 2026. Sciensus Pharma Services Limited was awarded the single lot for £4,000,000 excluding VAT (£4,800,000 including VAT). The awarded contract period runs from 1 September 2026 to 31 August 2029. The award is active and the tender is complete; contract signature was scheduled for 28 August 2026. The procurement was above threshold.

This award demonstrates sustained public-sector demand for specialist medicines supplied through homecare, at a substantial scale, with continuity of patient care central to the requirement. A credible future competitor would need robust pharmaceutical supply arrangements for secukinumab in both specified strengths and presentation formats, together with the ability to coordinate dependable homecare delivery for patients supported by a health and social care trust. Relevant capability includes medicines distribution, stock and supply continuity, prescription fulfilment, patient-facing support, clinical governance, regulatory compliance and secure handling of healthcare information. Suppliers would also need to demonstrate that they can provide the manufacturer or authorised-supplier position required where a protected medicine has no reasonable alternative, or explain how any changed market position enables competition.

Notice Title

SECUKINUMAB (COSENTYX) 150 mg and 300mg Pre-filled Pen and Syringes via homecare

Notice Description

Contract for supply of SECUKINUMAB (COSENTYX) 150 mg and 300mg Pre-filled Pen and Syringes via homecare for a period of up to 3 years

Procurement Information

Section 41 schedule 5(6) of the PA2023 permits a direct award if the following conditions are met in relation to the public contract: (a)due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and (b)there are no reasonable alternatives to those goods, services or works. The Northern Health and Social Care Trust requires the purchase of Secukinumab which is subject to patent protection / Sole MA Holder and consequently no reasonable alternative of substitute exists. These essential medicines are required from this supplier to ensure continuity of patient care, specifically for homecare support. The absence of competition is not the artificial narrowing of the parameters of the procurement.
