Summary of the contracting process

South Derbyshire District Council is preparing a solar energy generation project for two Council-owned sites in the district. The intended scope is the design, supply, installation and commissioning of rooftop solar photovoltaic systems at Stenson Fields Community Centre, Chartley Road, Stenson Fields, Derby, and Rosliston Forestry Centre. Associated electrical infrastructure and monitoring systems are expected at both sites, with battery storage provision at Rosliston Forestry Centre. The work is intended to reduce carbon emissions, improve energy resilience and support the Council’s wider climate change objectives. This is a services procurement covering solar energy generation and electrical equipment installation, with delivery at the two named Council facilities.

This process is at the planning and preliminary market engagement stage: the Council is testing market capability and supplier interest before deciding its final procurement strategy, specification and contract requirements. A subsequent procurement will be advertised separately and is not yet an invitation to tender. The Council currently expects the contract to run from 19 October 2026 to 20 November 2026. The estimated value is £92,500 excluding VAT, or £111,000 including VAT. Supplier site visits are planned for 21 August 2026, between 10:00 and 14:00, at Rosliston Forestry Centre and Stenson Fields Community Centre. The future procurement is currently intended to be reserved to Derbyshire-based suppliers, subject to confirmation of the final approach.

This preparation exercise is most relevant to Derbyshire-based solar and electrical engineering businesses, including SMEs, that can deliver commercial-scale photovoltaic installations for public sector organisations. The Council is seeking evidence of capability in rooftop solar design and installation, commissioning, electrical infrastructure, battery energy storage, monitoring systems, grid connection requirements and net zero projects. Suppliers able to explain practical delivery approaches, programme considerations, innovative technical solutions and current industry best practice are particularly well placed to contribute to the market engagement and prepare for any later competition. Participation in this engagement will not affect evaluation of a future procurement, positively or negatively, so firms should use it to demonstrate relevant experience and help shape workable requirements.

South Derbyshire District Council is seeking to engage with the market ahead of a forthcoming procurement opportunity for the design, supply, installation and commissioning of solar photovoltaic (PV) energy generation systems at two Council-owned sites within the district. The project forms part of the Council's commitment to reducing carbon emissions, improving energy resilience and supporting its wider climate change objectives. The proposed works are expected to include the installation of rooftop solar PV systems at Stenson Fields Community Centre, Chartley Road, Stenson Fields, Derby, DE24 3BT, and Rosliston Forestry Centre, together with associated electrical infrastructure, monitoring systems and battery storage provision at Rosliston Forestry Centre. Through this engagement exercise, the Council wishes to better understand current market capability, innovative technical solutions, delivery approaches, programme considerations and emerging industry best practice. Feedback received will help inform the final procurement strategy, specification and contract requirements. The Council is particularly interested in hearing from suppliers with experience of delivering commercial-scale solar PV installations for public sector organisations, including projects involving energy storage, monitoring systems, grid connection requirements and net zero initiatives. Participation in this market engagement exercise will not form part of any future evaluation process and will not provide any advantage or disadvantage to organisations that choose to participate. Any subsequent procurement opportunity will be advertised separately in accordance with the Council's procurement obligations. In accordance with South Derbyshire District Council's Procurement Strategy and commitment to supporting local businesses, SMEs and the local economy, the Council's current intention is that any subsequent procurement opportunity arising from this project will be reserved to Derbyshire-based suppliers under the provisions of the Local Government (Exclusion of Non-commercial Considerations) (England) Order 2026. This preliminary market engagement exercise is being undertaken to assess market capacity, capability and supplier interest within Derbyshire before the final procurement approach is confirmed.
