Summary of the contracting process

Homes England intends to procure demolition and associated enabling works at the former Halfway House Primary School, Queenborough Road, Minster-on-Sea, Isle of Sheppey. The works category is demolition, including site establishment, mobilisation, security, soft stripping and demolition of the existing school buildings, structures and infrastructure to ground-level slabs. The scope also covers lawful removal and disposal of asbestos-containing materials, protection and management of private services, ecological controls including bat mitigation, processing and recycling of demolition waste, environmental monitoring, site clearance and preparation for future redevelopment. The contractor will provide completion records, waste documentation, statutory compliance records and handover information. Delivery is at the former school site on the Isle of Sheppey, Kent.

This procurement is at the planning stage: Homes England has stated an intention to procure, but has not issued an invitation to tender. The expected procedure is to appoint a contractor through a single-lot works procurement, with the lot identified as suitable for SMEs. The estimated value is £1,000,000 excluding VAT (£1,200,000 including VAT). The buyer’s indicative contract period is 4 January 2027 to 30 April 2027, and the next notice is expected on 12 October 2026. Preliminary market engagement includes a short questionnaire, with responses expected by 27 August 2026 at 13:00. Dates and values are indicative and may change. The works are expected to use the NEC3 Engineering and Construction Contract, Option A.

This will suit demolition contractors with experience safely clearing former institutional or comparable developed sites and managing enabling works through to a development-ready parcel. Relevant capability includes soft stripping, building and infrastructure demolition, asbestos identification, removal and lawful disposal, independent asbestos verification and monitoring, and the segregation, recycling and disposal of demolition arisings. Suppliers will need to manage private services, dust, noise and vibration, environmental controls, ecological constraints and protected-species mitigation. Compliance with health and safety legislation, statutory requirements and planning conditions will be important, including requirements arising from the Prior Approval process. Contractors should also be able to deliver completion, waste, compliance and handover records under an NEC3 Engineering and Construction Contract, Option A. The procurement is identified as suitable for SMEs.
