Summary of the contracting process

St Helens Council is seeking a suitably qualified contractor to deliver fire-alarm system installation works at Sutton Manor Primary School. The requirement covers the school fire alarm project, with activity taking place in the St Helens area. It is a works contract rather than a supply-only or advisory opportunity. The buying organisation is St Helens Council, a local public authority. The procurement is intended for businesses operating in Merseyside, Greater Manchester, Lancashire or Cheshire, reflecting the geographic participation restriction. The detailed specification is available to businesses that register their interest. This opportunity will suit contractors able to assess, install and complete fire-alarm systems in a primary-school environment, working to the Council’s stated specification and contractual requirements.

The procurement has reached tender: St Helens Council invited offers through a below-threshold open competition, described in the tender as an open restricted tender for eligible businesses in the specified areas. Offers had to be submitted electronically through the Chest, and the deadline set by the Council was 10 September 2026 at 12:00 noon. The contract is scheduled to run from 24 October 2026 to 31 October 2026. Its estimated value is £50,000 excluding VAT, or £60,000 including VAT. There is one lot. Award is based on price weighted at 65% and quality at 35%. The opportunity is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This opportunity suits a fire-alarm installation contractor with the technical competence and practical capacity to deliver a complete school-based installation within a short, defined contract period. Suppliers should be able to interpret the Council’s full specification, plan and carry out works safely in a primary-school setting, and provide a submission addressing both price and quality. The procurement specifically seeks a suitably qualified contractor, so relevant fire-alarm installation expertise and evidence of delivering comparable work will place a business in a strong position to compete, subject to the tender requirements. Participation is geographically focused on Merseyside, Greater Manchester, Lancashire and Cheshire, which favours firms established in, or able to operate from, those areas. SMEs and VCSEs are expressly considered suitable.
