Summary of the contracting process

NHS Shared Business Services Limited plans to establish a framework for NHS organisations, social care bodies and other approved public or private sector organisations. It will provide a route to market for contrast media, injectors, associated products and related goods and services used to support healthcare delivery. The proposed structure covers CT contrast media, MRI contrast media, X-ray contrast media, ultrasound contrast media, and injectors with associated products. The goods are intended for use across the United Kingdom, Guernsey, the Isle of Man and Jersey. NHS SBS is acting as an agency for approved organisations, including organisations buying individually, together in consortia or on behalf of others. The opportunity is primarily relevant to manufacturers, distributors and specialist suppliers of diagnostic imaging contrast products and injection equipment.

This procurement is at the planning stage and is currently intended to use a framework under the Procurement Act 2023; it is not yet an invitation to tender. NHS SBS expects to carry out preliminary market engagement, with suppliers asked to complete a questionnaire through SAP Ariba by 12 noon GMT on 15 September 2026. The proposed framework contract period is 8 March 2028 to 7 March 2032. Its estimated value is £60,000,000 excluding VAT, or £72,000,000 including VAT. The proposed lots are CT, MRI, X-ray and ultrasound contrast media, plus injectors and associated products. The framework is intended to be below the relevant threshold, and small and medium-sized enterprises are identified as suitable for the proposed lot. Future procurement activity is expected to use SAP Ariba.

These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework.
