Summary of the contracting process

Network Rail Infrastructure Limited is seeking market feedback on the potential manufacture, supply, inspection, testing and fitting of hydraulic and pneumatic hose assemblies. These hoses would be used on fleet assets including rail vehicles, road-rail vehicles, plant and on-track machines across Great Britain. The procurement is for goods, with associated supply and service activity, and may also support Network Rail’s future GBR co-partners. The requirement is intended to explore suppliers’ geographical coverage, service models and emergency response capability, and to help shape a proportionate future procurement strategy. It is a single requirement and is potentially suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This procurement is at the planning and preliminary market-engagement stage; it is not an invitation to tender or a commitment to procure. Network Rail expects to use a framework agreement for one lot. The estimated value is £17,000,000 excluding VAT, or £20,400,000 including VAT. The planned contract period is 1 August 2028 to 31 July 2032, with a possible extension to 31 July 2036 and renewal provisions. The buyer expects a future notice on 12 April 2027. Suppliers are being asked to respond to an engagement questionnaire by 18 September 2026 through Network Rail’s procurement system. The procurement is treated as above-threshold utilities procurement.

This will suit manufacturers and specialist suppliers of hydraulic and pneumatic hose assemblies, as well as businesses providing inspection, pressure or performance testing, fitment and related supply-chain services. Relevant firms should be able to demonstrate capability across railway fleet assets, road-rail vehicles, plant and on-track machines, with coverage across the areas of Great Britain they can serve. The buyer is particularly seeking evidence of available service models, geographical reach and emergency response arrangements, so suppliers with responsive maintenance or call-out capability may be well placed. The engagement is also intended to test the market’s ability to meet future requirements that are proportionate and achievable, giving SMEs and other eligible organisations an opportunity to prepare their capability information.
