Summary of the contracting process

Plymouth City Council invited registered residential and nursing care homes with a Plymouth (PL) postcode to join its adults’ care home framework. The stated contract period was 9 November 2026 to 31 December 2030, with extensions described as three years plus two years and a maximum end date of 31 December 2035. Each lot is shown with an estimated value of £500 million; these are lot-level figures, not a combined total. Evaluation covers quality, including conditions of participation and policies. The council cancelled the procurement after the deadline because a portal configuration issue prevented some required documents being uploaded, making consistent evaluation impossible. It plans to rerun the opportunity.

PLEASE NOTE: The tender notice for this service (2025/S 000-043079) was originally published on 25 July 2025 at 11:39am. Due to technical issues a publication of a UK12 procurement termination notice (2026/S 000-070719) was published in error on 27 July 2026 at 11:44am, as a result, this notice has been re-issued. Plymouth City Council wishes to reopen the ITT for the addition of registered residential and nursing care homes (with a PL postcode), with facilities that provide accommodation and care for individuals who require support due to age, disability, or health conditions, to join the Plymouth Adults' Care Home Framework. The services offered by the Provider will range from assistance with daily living tasks to comprehensive nursing care for those with complex medical needs. Care homes should promote safety, dignity, and quality of life, while ensuring that People who draw on care and support receive tailored support to meet their individual needs. The Authority has split its requirement into lots: Lot One Residential Care Home with or without Nursing Services (with a PL postcode) Lot Two Residential Care Home with or without Nursing Services with innovation (with a PL postcode) A supplier may tender for one Lot or can also submit a combination tender covering more than one (or all) Lots.

Residential Care Home with or without Nursing Services with a PL postcode

Care homes aim to create a homelike environment, offering communal living spaces, meals, and recreational activities to foster social interaction and a sense of community. Residential Care provides support with daily living tasks such as bathing, dressing, eating, and mobility. Suitable for individuals who do not require regular medical attention but need assistance with their overall well-being and safety. Also includes specialised, intensive support provided within a residential care home setting for individuals who have significant and complex needs. These needs can stem from physical disabilities, chronic medical conditions, mental health issues, or developmental disabilities that require round-the-clock care and supervision. Nursing Care provides support for individuals with complex medical needs or chronic health conditions that require regular or continuous medical oversight, within nursing homes. Nursing homes are often more clinical in nature, equipped with medical facilities to cater to high-level care needs, while still offering some social and recreational activities and will be able to manage intricate medical, physical, psychological, and social factors. It requires specialised knowledge, critical thinking, and coordination across disciplines to ensure optimal patient outcomes. The framework also welcome care homes that provide highly specialised and complex care for individuals with severe cognitive impairment and/or complex mental health needs and/or bariatric care requirements and/or behaviours that challenge, beyond the requirements of Residential High or Nursing High Needs Care.

Options: The Authority reserves the right, during the term of the contract, to procure additional services from the appointed Provider(s) where required to meet changing operational, demographic, legislative, or strategic needs. These options may include: Additional purchases of care home placements, including increases in the volume of placements commissioned under the contract. Service expansion, including the addition of care home capacity, specialist provision, new service user cohorts, or services delivered within additional geographical areas. Contract variations to reflect changes in legislation, statutory guidance, commissioning requirements, funding arrangements, performance measures, reporting requirements, or service specifications. Changes arising from Local Government Reorganisation (LGR), including changes to commissioning arrangements, governance structures, participating authorities, service boundaries, contract management arrangements, or service delivery requirements. These options may be exercised where there is an identified service need, available funding, and satisfactory provider performance. Any modifications will be undertaken in accordance with the terms of the contract and applicable procurement legislation.

Residential & Nursing Care Home Services Innovation

As described in Lot 1 plus we would invite providers to self-select to join a group to work with us on future commissioning, contracting and procurement options for complex care. This will be framed as continuing the work already started with the market and include references to intermediate care and aspirations around pricing and staffing models which reduce the need for 1:1 support.

Options: The Authority reserves the right, during the term of the contract, to procure additional services from the appointed Provider(s) where required to meet changing operational, demographic, legislative, or strategic needs.
