Summary of the contracting process

Wigan Council is seeking a supplier to carry out portable appliance testing (PAT) across the council’s premises and assets. This is a technical testing and building services contract, covering inspection and testing work associated with electrical appliances and council facilities. The work will be delivered for Wigan Council within Wigan Borough. The competition is reserved to suppliers with a substantive operational presence in Wigan Borough, such as a staffed office, depot or service delivery base from which the contract will be performed. Suppliers without this local operational presence are not eligible. The requirement is for services and is suitable for small and medium-sized enterprises.

The procurement has reached the tender stage: Wigan Council invited offers through a below-threshold open competition under Part 6 of the Procurement Act 2023. It is a single-lot requirement. Enquiries were due by 12:00 on 11 September 2026, and tender submissions were due by 12:00 on 18 September 2026. Bids are submitted electronically through The Chest procurement portal. The initial contract period runs from 16 November 2026 to 15 November 2028, with an option to extend by up to two further 12-month periods, potentially to 15 November 2030. The estimated value is £150,000 excluding VAT, or £180,000 including VAT. Evaluation is based on price (60%) and quality and social value (40%).

This opportunity suits specialist PAT testing providers able to inspect and test portable electrical appliances across multiple council premises and assets. The key commercial qualification is a substantive operational presence within Wigan Borough, demonstrated through a staffed office, depot or service delivery base used to perform the contract. This makes the opportunity particularly relevant to locally established electrical testing, facilities management or building services businesses, including SMEs. Suppliers should be prepared to evidence that their operating base meets the council’s local eligibility requirement and that they can organise service delivery across the council’s premises and assets. The evaluation gives significant weight to price, while quality and social value also form a substantial part of the assessment.
