Summary of the contracting process

The procurement has been awarded under Direct Award Process C through the Health Care Services (Provider Selection Regime) Regulations 2023, without prior publication of a competition. The award decision was approved on 9 February 2026, and Livability (Shaftesbury Icanho) was selected as the supplier. The contract was signed on 9 February 2026. It starts on 1 May 2026 for an initial three-year term ending on 30 April 2029, with an option to extend by up to two years, potentially ending on 30 April 2031. The annual value is £716,560 excluding VAT; the maximum five-year value is £3,582,800 excluding VAT. Evaluation was based entirely on quality, with no price weighting. The buyer may introduce similar or complementary services through permitted contract modifications.

Working as part of the wider Norfolk and Suffolk rehabilitation pathway, Icanho collaborates with acute hospitals, community health services, primary care, mental health services, social care and voluntary sector partners to provide timely access to specialist rehabilitation, facilitate safe discharge, support community reintegration and reduce avoidable demand on health and care services through evidence-based community rehabilitation

Icanho provides a specialist community neurorehabilitation service for adults aged 18 years and over who are registered with a GP practice in Suffolk or the Great Yarmouth and Waveney locality. The provision supports individuals with acquired neurological conditions, including stroke, traumatic brain injury, hypoxic brain injury, brain tumours and other acquired brain injuries, who require coordinated multidisciplinary rehabilitation to maximise recovery, improve functional independence and optimise quality of life. Rehabilitation is delivered by a specialist multidisciplinary team including physiotherapy, occupational therapy, speech and language therapy, psychology and vocational rehabilitation. The provision forms part of the wider Norfolk and Suffolk rehabilitation pathway and works collaboratively with acute hospitals, community services, primary care, mental health services, social care and voluntary sector partners to deliver personalised, goal-orientated rehabilitation and support safe discharge and community reintegration. The contract will commence on 1 May 2026 and is proposed to run for an initial period of three years, ending on 30 April 2029. The Commissioner will hold the option to extend the contract for up to a further two years, which may be exercised as either a single two-year extension or in accordance with the terms set out within the contract. If all extension options are exercised, the contract will expire on 30 April 2031. The annual contract value is PS716,560 excluding VAT. Based on the full potential contract term of five years (including extensions), the estimated maximum lifetime value of the contract is PS3,582,800 excluding VAT. This value is based on current contract prices and does not include any future inflationary uplifts that may be applied in accordance with national NHS guidance. NHS Norfolk and Suffolk Integrated Care Board are awarding the contract named within this notice under the Direct Award C process which is outlined within the Health Care Services (Provider Selection Regime) Regulations 2023. The provider named in this notice is an existing provider and has been reviewed through a Key Criteria assessment to ensure the awarding body is satisfied with current performance and reasonably expects the provider to be able to satisfy the contract which is the subject of this notice. The contract which is the subject of this notice has not changed considerably when compared with the existing / previous contract delivered by the named provider. The ICB may wish to introduce additional services during the lifetime of the contract ("Contract modifications"). Such contract modifications will be contemplated where additional requirements are similar and or complementary to the services already included in the Specification, at any given time. Such expansion would be by the addition of services commissioned by the Authority as named in the Contract Notice. To this end, after the award of contract, there is a possibility that the contract may be varied as allowable in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023.

Options: The Commissioner reserves the right to extend the contract for up to a further two years, subject to satisfactory provider performance, continued service need, availability of funding and completion of the required contractual and governance approvals. If the extension option is exercised in full, the contract term will be extended to 30 April 2031..

Other justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union or the Find a Tender Service: The procurement falls outside the scope of application of the regulations. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 28th August 2026 (8 working days following publication of intention to award notice). They should be submitted in writing to nsicb.procurement@nhs.net This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The award decision was approved by the ICB Executive on 9 February 2026 * No conflicts of interest, or potential conflicts of interest, were declared by any decision makers. The decision to award this contract in line with Direct Award Process C was based on evaluation against the five required key criteria as follows: * Quality and Innovation - Assured - NS ICB are assured that the provider is delivering a safe and effective service as required by the specification and contract they are currently delivering. This criterion was reviewed in line with the Quality Impact Assessment. * Value - Assured - NS ICB are assured that the provider is delivering value to the integrated care system and the cost of change would not be outweighed by the potential benefit of a new provider. * Integration, Collaboration and Service Sustainability - Part Assured - NS ICB are partly assured that the provider is positively impacting on the integrated care system through their integration and collaboration delivered as a requirement of the specification or alternative elements linked to the delivery. * Improving Access, Reducing Health Inequalities and Facilitating Choice - Part Assured - NS ICB are partly assured that the provider is meeting needs of the population to ensure equitable access and choice as required by the specification and contract. This criterion was reviewed in line with the Equality Impact Assessment. * Social Value - Assured - NS ICB are assured that the provider is delivering in line with the NS Green Plan, supporting with the implementation of carbon reduction and increase in initiatives which positively impact on the wider determinants of health. This criterion was reviewed in line with the Sustainability Impact Assessment.
