Summary of the contracting process

GA Trains Limited intends to procure a Train Services Agreement for the maintenance, repair and associated servicing of its Class 745 and Class 755 rolling stock. The fleet comprises 10 twelve-car Class 745/0 units, 10 twelve-car Class 745/1 units, 14 three-car Class 755/3 units and 24 four-car Class 755/4 units. This is a rail rolling-stock maintenance services requirement, classified under CPV 50222000. The work will concern the fleet operated by GA Trains Limited, whose registered address is in London. The procurement is being developed under the utilities regime and is above the applicable procurement threshold. The scope is focused on maintaining the specified rolling-stock units rather than supplying new trains or undertaking general passenger-rail operations.

This procurement is at the planning stage: GA Trains Limited has announced an intention to procure, but has not issued an invitation to tender. The buyer expects to use a procurement procedure for the Train Services Agreement, with the detailed procedure, award criteria and tender documents to be developed through preliminary market engagement. The planned engagement is intended to obtain market feedback on the requirements, procurement approach, procedure, award criteria, tender documents and contractual terms. The buyer’s scheduled target date for this engagement activity is 1 April 2027, including further information on presentations and access to the engagement pack. The planned contract period is 18 October 2028 to 17 October 2036. One lot is currently planned for the full fleet maintenance requirement.

This will suit established rail engineering and rolling-stock maintenance businesses able to support a sizeable mixed fleet of Class 745 and Class 755 units over a long-term service period. The buyer is specifically seeking preliminary market feedback from suppliers accredited under the Railway Industry Supplier Qualification Scheme (RISAS) through RISQS, so relevant accreditation and experience should be central to any preparation. Suppliers should be ready to discuss how they would maintain twelve-car and shorter three- and four-car units across the specified fleet, and to contribute practical views on requirements, contractual terms, tender documentation and award criteria. The engagement is also intended to build supplier capacity before the contract is awarded, making early preparation particularly relevant for qualified rolling-stock maintenance providers.
