Westminster City Council and the Royal Borough of Kensington & Chelsea are planning a multi-lot adult learning disability and autism service procurement. The proposed services will help adults increase independence, improve health and wellbeing, reduce social isolation, take part in community activities, access volunteering and progress towards employment. The councils expect to hold an online market engagement event on 7 October 2026 from 10:00 to 11:30, covering the proposed services and model, procurement timeline, contract information and approach. The buyer expects the next notice around 20 October 2026. The procurement is expected to use a competitive, above-threshold light-touch services procedure. The published estimated value is £2,115,960 excluding VAT, or £2,539,152 including VAT. Lot 1 is planned for 1 July 2027 to 30 June 2032, with possible renewal to 30 June 2036.

The proposed work will suit providers experienced in supporting adults with learning disabilities and/or autism through person-centred enablement, community support, day opportunities, volunteering and routes into employment. Relevant organisations are likely to include specialist social care providers, voluntary and community organisations, supported employment services, vocational rehabilitation providers and partnerships combining these capabilities. Providers should be able to promote independence, health and wellbeing, social inclusion and participation in community life, while supporting people with needs ranging from enablement to moderate-to-complex support. The councils indicate that the first planned lot is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Businesses can use the planned engagement to understand the proposed service model and prepare for the later competition.

The services are intended to support adults with a learning disability and/or autism to increase independence, improve health and wellbeing, reduce social isolation, access community-based activities, and develop routes into volunteering, employment and wider community participation.
