Summary of the contracting process

Brentwood Borough Council is procuring works to replace external windows and doors in residential properties it owns and manages in Brentwood. The programme is intended to address ageing windows and doors, improve thermal efficiency and energy performance, strengthen security and weatherproofing, reduce maintenance requirements, and support compliance with building regulations and property standards. The scope covers surveying existing properties, manufacturing and supplying replacement window and door systems, and installing them. It also includes all associated making-good works, ironmongery, glazing, seals, finishes and other ancillary building works needed to provide complete installations. This is a construction works opportunity for businesses delivering window and door replacement programmes, including the associated building and finishing trades.

The procurement has reached tender: the council invited offers through an open procedure. Enquiries had to be submitted by 4 September 2026 at 12:00, and offers by 15 September 2026 at 23:59. The evaluation and award decision was scheduled for completion by 1 October 2026 at 23:59. The contract is valued at £750,000 gross. The planned contract period runs from 1 December 2026 to 1 December 2029, with renewal permitted through two extensions where works have not been completed, potentially extending the end date to 30 November 2031. Electronic submission is allowed in English. Commercial considerations, including price, carry 60%; technical considerations carry 40%, comprising technical quality at 30% and social value at 10%.

This opportunity suits window and door manufacturers, specialist installers and principal contractors able to manage a planned residential replacement programme from survey through manufacture, supply and installation. Bidders need to coordinate complete installations rather than provide windows or doors alone, including glazing, seals, ironmongery, finishes, making good and related ancillary building works. Relevant capability includes delivering modern, high-performance systems that improve energy efficiency, security, weatherproofing and resident comfort while meeting current building regulations and housing property standards. The requirement is identified as suitable for small and medium-sized enterprises. It may therefore suit an SME with sufficient delivery capacity, or a contractor able to assemble and manage the necessary specialist supply chain across surveying, manufacture, installation and associated building works.

The replacement programme will provide modern, high-performance window and door systems that improve energy efficiency, enhance security, reduce ongoing maintenance liabilities and support compliance with current building regulations and property standards. The works will include the surveying, manufacture, supply and installation of replacement windows and external doors, together with all associated making good works, ironmongery, glazing, seals, finishes and ancillary building works required to achieve a complete installation. Overall, this specification sets out the Authority's requirements for delivering a comprehensive window and door replacement programme, ensuring that Brentwood Borough Council's housing stock remains safe, secure, energy efficient, compliant and fit for purpose for residents both now and in the future.
