Summary of the contracting process

The Scottish Government intends to establish the ENFOR Environmental Analysis Services Framework for environmental assessment and advisory work relating to waste and recycling sites across Scotland. Contractors will be required to attend urgently when a landfill or other waste or recycling site faces operational difficulties, unplanned closure, abandonment or another rapidly developing situation that threatens continuity of critical services. Their work will assess environmental impacts and potential future risks affecting the site and surrounding area. The wider policy purpose is to manage unavoidable materials further up the waste hierarchy, reduce environmental, climate and societal impacts, and support Scotland’s net zero ambitions following the ban on sending biodegradable municipal waste to landfill. This is an environmental services requirement, including non-construction environmental impact assessment.

This procurement is at the planning stage: the Scottish Government has announced its intention to create a framework but has not issued an invitation to tender. The buyer is developing the framework requirements and tender documents with internal stakeholders and expects to continue consulting the market. It currently anticipates publishing a further notice on 13 October 2026. The indicative framework value is £4,000,000 including the stated currency of GBP, but the buyer says the value and other information may change. The framework is described as covering one service requirement, with the final specification still being developed. The Scottish Government reserves the right not to proceed with the procurement or award the framework.

The work will suit environmental consultancies and specialist contractors experienced in assessing landfill, waste and recycling sites, particularly where urgent operational incidents require rapid mobilisation. Relevant capability includes environmental impact assessment, investigation of pollution or other environmental effects, identification of risks to the site and surrounding area, and advice on potential future risks. Suppliers with practical knowledge of waste-sector operations, biodegradable waste, landfill closure issues and continuity of critical waste services should be well placed to prepare. The requirement may suit organisations able to provide responsive site attendance and technically robust assessments for Scottish locations. Businesses should monitor the planned framework development and market engagement, and be ready to demonstrate relevant environmental analysis experience when the procurement reaches tender stage.

Notice Description

Scottish Government policy is to ensure that materials that cannot be avoided, reused, or recycled are managed in a way that: a.minimises environmental and climate impacts b.encourages management of materials further up the waste hierarchy, and c.minimises broader societal impacts The majority of greenhouse gas emissions in the waste sector come from the decomposition of biodegradable waste in landfills. Landfilling biodegradable waste produces methane, which is 28 times more potent than carbon dioxide. As an important part of delivering Scotland's net zero ambitions, helping cut harmful emissions and deliver on our climate commitments, the Scottish Government has banned biodegradable municipal waste (BMW) from being sent to landfill. As a consequence of this ban, along with factors such as Scottish Landfill Tax changes to revenue generating schemes such as the Renewables Obligation and sites reaching capacity, many landfills are expected to close over the coming years. In the event of a waste/recycling operator experiencing urgent difficulties that threaten their continued operations, an unplanned closure of a landfill or other waste and/or recycling site, the complete abandonment of a landfill or waste/recycling site, or other urgent and quickly-developing situation that jeopardises the continuity of critical waste or recycling services in Scotland the contracted organisations will be required to attend the site to assess the environmental impacts and potential future risks on both the site and surrounding area.

The Scottish Government is currently engaging with internal policy areas and key stakeholders to finalise the Specifications for this requirement. Further updates and engagement with the market will take place in due course. The Scottish Government reserve the right not to proceed at any point with the procurement and award of this Framework Agreement.
