Summary of the contracting process

Dorset Council, acting as lead commissioner for itself and Bournemouth, Christchurch and Poole Council, commissioned annual Dental Epidemiology Surveys, also described as Oral Health Surveys, across both council areas. The service supports statutory public health work to assess and monitor oral health needs. It covers survey planning and sampling; engagement with schools and other educational settings; participant communications and consent; clinical dental examinations; data collection and quality assurance; support for analysis; and submission of results in line with the National Dental Epidemiology Programme and national guidance. This is a public health dental research and data service rather than routine patient treatment. Delivery spans Dorset and Bournemouth, Christchurch and Poole, with Dorset Council acting as the host and contracting authority.

The procurement has reached the award stage: Somerset NHS Foundation Trust was selected and the contract is active. Dorset Council used the Health Care Services (Provider Selection Regime) Regulations 2023 and Direct Award Process C, without a prior call for competition. The contract was signed on 4 August 2026. Its approximate lifetime value, including the extension option, is £100,000. Services cover school years 2025/26, 2026/27 and 2027/28, with an option for one further year covering the 2028/29 school year until 31 August 2029. The published lot used a 100% criterion based on the existing provider satisfactorily delivering the original contract and being likely to deliver the proposed contract to a sufficient standard. The wider assessment considered quality and innovation, value, integration, access and health inequalities, and social value.

This requirement is relevant to providers able to run population-level dental epidemiology surveys across multiple local authority areas, working to a nationally prescribed survey protocol. Credible competitors would need end-to-end capability: planning and sampling, engagement with schools and participants, consent administration, clinical examinations, secure data collection, quality assurance, analysis support and submission of survey data. The assessment evidence shows that appropriately trained and registered dental clinicians, DBS certification, GDPR and information-governance compliance, delivery to national fieldwork standards, and effective collaboration with regional dental co-ordinators are important. The selected supplier demonstrated strong performance on quality, innovation and value, while meeting the basic selection requirements. Organisations with established public health, education-setting and dental fieldwork capacity would be best placed when this type of requirement returns.
