Summary of the contracting process

St Helens Council is procuring construction work for the roof at Lyme Primary School. The requirement is for a suitably qualified roofing or building contractor to carry out the specified school roof works. The work will be delivered at Lyme Primary School in the St Helens Council area. This is a single-site works opportunity rather than a supply-only contract or a general property maintenance framework. The procurement is categorised as construction work. Businesses whose core work covers roofing, refurbishment or related building construction may find the requirement relevant, subject to meeting the tender’s detailed specification and participation conditions. The council is the public-sector buyer and will use the completed works for a primary school building.

The procurement has reached tender: St Helens Council invited offers through a below-threshold open competition, described locally as an open restricted tender. The contract has an estimated value of £100,000 excluding VAT and £120,000 including VAT. The single lot has the same estimated value. The council set 14 September 2026 at 12:00 as the deadline for submissions. The contract period is 12 October 2026 to 20 November 2026. Evaluation is weighted 65% to price and 35% to quality. Offers may be submitted electronically through the Chest. The opportunity is restricted to businesses based in Merseyside, Greater Manchester or Lancashire, and the tender requires submissions to follow the council’s specified terms and instructions.

This opportunity suits a suitably qualified contractor with the technical capability and practical capacity to deliver roof construction or refurbishment works at a primary school within the stated geographic area. Relevant experience in roofing and building works is likely to be important, particularly where work must be planned and completed within a short school-site delivery period. Businesses should be able to prepare a quality response as well as a competitive price, because quality accounts for 35% of the evaluation and price accounts for 65%. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so it may be accessible to smaller local contractors and mission-led organisations with suitable construction capability. Participation is limited by business location.
