Summary of the contracting process

London & Quadrant Housing Trust is planning a services contract for inspection, servicing, maintenance, repair and associated works for lifting equipment across its property portfolio in London. The scope covers domestic mobility and accessibility equipment, including slings, bathing equipment, electric beds, hoists, platform lifts, stairlifts and through-floor lifts, as well as passenger lifts in communal residential buildings. Passenger-lift assets include geared and gearless traction lifts, hydraulic lifts, machine-room-less lifts, firefighting lifts and goods-passenger lifts. The service must reflect the different technical, operational and risk characteristics of equipment used by individual residents, including vulnerable people, and lifts serving communal areas and the wider public. The main category is lift maintenance and repair services, including installation-related works.

This procurement is at the planning stage: London & Quadrant Housing Trust has announced its intention to procure, but there is no invitation to tender yet. The planned approach is a single tender exercise with multiple lots, currently shown as one planned lot, with the intention of appointing one contractor per lot. The estimated contract period is 1 June 2027 to 31 May 2030, with renewal provision extending the maximum period to 31 May 2034. The estimated value is £9,547,182.40 excluding VAT, or £11,933,978 including VAT. The buyer expects the next notice on 28 September 2026. Preliminary market engagement is intended to shape the lot structure, scope, contractual and performance frameworks, and evaluation method; responses are expected by 3 September 2026 and will not form part of tender evaluation.

The future procurement is likely to suit specialist lift and accessibility-equipment contractors with the capability and capacity to service, maintain and repair mixed domestic and passenger-lift estates at scale. Relevant experience may include bathing equipment, hoists, electric beds, platform lifts, stairlifts, through-floor lifts and other domestic mobility equipment, alongside traction, hydraulic, machine-room-less, firefighting and goods-passenger lifts. Suppliers should be prepared to manage assets of different ages, manufacturers, technical complexity and usage intensity. Strong arrangements for responsive maintenance, safe operation, compliance, service resilience and continuity will be important, particularly for vulnerable residents and high-traffic communal environments. The buyer is testing a lot-based model, and the planned lots are identified as suitable for small and medium-sized enterprises.

Planning Information

L&Q are undertaking this preliminary market engagement (PME) to inform the design of a future procurement exercise for the servicing, maintenance and repair of domestic mobility lifts and associated lifting equipment. The procurement will be structured into multiple Lots, with the intention of appointing one contract per Lot. The purpose of this PME is to: • Test the proposed Lot-based procurement strategy for mobility lifts • Assess market capability, capacity and readiness to deliver domestic mobility lift servicing and maintenance at scale • Identify key risks, dependencies and considerations associated with the safe, compliant and reliable delivery of these services • Understand factors that may impact service resilience, compliance and commercial sustainability This PME is not intended to form part of any tender evaluation or selection process. Responses will used solely to inform and refine the future procurement approach including: • Lot structure • Scope definition • Contractual and performance frameworks • Evaluation methodology Feedback received will not be used to assess supplier eligibility, ranking or advantage in any subsequent tender exercise. How will we set this out? L&Q intends to undertake a single tender exercise for mobility lift servicing and maintenance, structured into defined Lots, aligned to geographical and /or service delivery considerations. Each Lot is intended to be awarded to a separate contractor. This approach is intended to: • Align specialist capability with defined scopes of work • Improve service resilience for vulnerable residents • Reduce delivery, compliance and continuity risks • Encourage a competitive and sustainable supply market The PME has a structured Yes / No / Maybe response format. Where additional detail is requested, responses should be brief and factual only. Promotional or marketing content is not required.
