Summary of the contracting process

Exeter City Council procured supported accommodation services in Exeter. The requirement provides housing-related support for 55 accommodation units across multiple properties, helping residents who live in supported accommodation. The service is categorised as social work services with accommodation (CPV 85311000). Exeter City Council is the public-sector buyer. Delivery covers properties across Exeter rather than a single stated site. The procurement concerns service provision linked to accommodation, including the staffing needed to deliver housing-related support. It may therefore suit organisations experienced in supported housing, accommodation-based social care, tenancy support or related services, particularly those already operating across multiple properties and able to manage frontline support for a defined number of accommodation units.

The procurement has been awarded and the tender is complete. Exeter City Council used a direct award under the light-touch regime, relying on exclusive rights over the accommodation and the absence of reasonable alternatives; the accommodation provider would not accept third-party support provision. The contract was awarded to Exeter City Community Trust on 20 August 2026. The awarded value is £244,110 excluding VAT and £292,932 including VAT. The contract period runs from 2 September 2026 to 31 August 2027, with signature scheduled for 1 September 2026. There was one completed lot and one active award. The selected supplier is a voluntary, community and social enterprise classified as an SME. The award was made on an exclusive-rights basis rather than through competitive evaluation.

This award demonstrates Exeter City Council’s demand for accommodation-based housing support covering 55 units across several Exeter properties. A future competitor would need credible experience of delivering housing-related support alongside accommodation, with enough trained staff and operational capacity to work consistently across multiple sites. Relevant providers are likely to include supported-housing charities, social enterprises, community organisations and specialist social-care businesses able to support residents in accommodation settings. The direct-award rationale also shows that control or exclusive rights over the accommodation, and the ability to provide support without relying on third-party accommodation arrangements, were central to this procurement. Suppliers positioning for comparable work with this buyer should therefore understand accommodation-linked support delivery, multi-property coordination and the requirements of public-sector service provision.

Procurement Information

The Procurement Act 2023, Section 41 (1) states if a direct award justification applies, a contracting authority may award a public contract directly to a supplier that is not an excluded supplier. Section 41 (6) states that the direct award justifications are set out in Schedule 5. Schedule 5 - Direct Award Justifications 5 The following conditions are met in relation to the public contract- (a) due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required, and (b) there are no reasonable alternatives to those goods, services or works. The direct award is justified because the accommodation provider has exclusive rights over the accommodation and will not accept any third-party service provision for support services.
