Summary of the contracting process

The Foreign, Commonwealth and Development Office intends to procure specialist strategic affairs and international security training for UK civil servants, military officials and selected representatives from allied NATO countries. The service will include designing, developing and delivering a bespoke syllabus covering great power competition, grand strategy, deterrence, escalation management, strategic stability, arms control and non-proliferation. Delivery is expected to combine lectures, seminars, interactive exercises, roleplays, simulations, case studies, preparation materials and participant assessments. Courses are expected to be delivered in person in the UK, with some possible overseas delivery alongside allies in Berlin, Paris and Brussels. This is an education and training services requirement.

This procurement is at the planning stage: the FCDO has announced an intention to procure a successor training contract, not an invitation to tender. If it proceeds, the proposed route is the Government Commercial Agency’s RM6219 Learning and Training Services Dynamic Purchasing System, using the bespoke training and niche or specialist service filters. Suppliers must be pre-registered on that system and identifiable against both filters to be invited. The indicative contract value is £750,000 excluding VAT, for an anticipated 36-month term. The FCDO expects a pilot course in early 2027, followed by repeated delivery. It is developing the specification towards procurement activity in November 2026 and plans online market engagement, potentially limited to registered suppliers.

The requirement is suited to organisations that can provide high-level, specialist training in international security and strategic affairs for senior public-sector, military and allied audiences. Relevant providers should be able to translate complex subjects such as deterrence, escalation, arms control and strategic stability into a coherent, bespoke learning programme. The work will favour teams capable of combining expert teaching with seminars, simulations, roleplay, interactive exercises, case studies and participant assessment, rather than supplying standard classroom courses alone. Providers also need the capacity to deliver intensive in-person programmes for cohorts of about 40 participants and potentially support delivery with international allies overseas. Suppliers should prepare for the required dynamic purchasing system registration and service classifications.
