Summary of the contracting process

Caerphilly County Borough Council is procuring professional services to progress the Caerphilly Interchange project through RIBA Stage 4. The commission covers project management, design development, statutory and technical approvals, cost planning, procurement support and associated professional services. It includes managing consultants and contractors appointed through existing procurement arrangements, together with governance, stakeholder, utility and rail-interface activities needed to prepare the scheme for delivery. The work is centred on Caerphilly and forms part of the ongoing development of the interchange scheme. Transport for Wales is the established lead delivery organisation, responsible for rail interfaces, approvals, project governance and management of the specialist consultant team. The main service category is construction project management, under CPV 71541000.

The procurement is complete and was awarded by direct award to Transport for Wales. The award date is 20 August 2026. There was one completed lot. The awarded value is £2,572,800 excluding VAT, or £3,216,000 including VAT. The contract period is 2 September 2026 to 31 March 2027, with an extension of up to 12 months permitted to 31 March 2028. Additional professional services may be instructed for design development, project management, cost planning, procurement support, approvals, stakeholder engagement, utility coordination, rail-interface management and assurance. The Council used a direct award because it considers Transport for Wales uniquely positioned for technical reasons under Schedule 5, Paragraph 8 of the Procurement Act 2023, citing its statutory role, governance arrangements and existing project responsibilities.

This award indicates demand for an integrated professional-services team able to take a major transport interchange from developed design towards delivery. A credible future competitor would need strong project and programme management, design-development, cost-planning and procurement-support capability, together with experience securing statutory and technical approvals. Rail-sector expertise is particularly important: the selected organisation manages rail interfaces, specialist approvals, governance and an established consultant team. Relevant suppliers would also need to coordinate utilities, stakeholders, assurance activity and consultants or contractors working through existing procurement arrangements. The buyer’s stated rationale shows that continuity, technical integration and knowledge of the project delivery model were decisive. Organisations seeking comparable work should therefore demonstrate transport infrastructure experience, the capacity to manage multidisciplinary teams and dependable rail-interface governance.

Notice Title

Caerphilly Interchange Project

Notice Description

Caerphilly County Borough Council intends to award a contract directly to Transport for Wales (TfW) for the provision of project management, design development, approvals, cost planning, procurement support and associated professional services required to progress the Caerphilly Interchange project through RIBA Stage 4. The contract forms part of the ongoing development of the Caerphilly Interchange scheme, which has been progressing since 2020 and is supported through regional funding arrangements. TfW acts as the established lead delivery organisation for the project and is responsible for managing all rail interfaces, statutory and technical approvals, project governance arrangements, and the specialist consultant team required for scheme development. The proposed commission covers the delivery of Plan of Work C+ services to prepare the scheme for delivery, including management of consultants and contractors appointed through TfW's existing procurement arrangements. The estimated contract value is PS3.216 million inclusive of VAT.

Procurement Information

The Council considers that the conditions for a direct award under Schedule 5, Paragraph 8 of the Procurement Act 2023 (absence of competition for technical reasons) are met. TfW is uniquely positioned to deliver these services due to its statutory role, established governance arrangements, responsibility for rail approvals and interfaces, and its existing management of the specialist project team. Introducing an alternative supplier at this stage would create significant technical and delivery risks, duplication of activity, and disruption to the integrated project delivery model currently in place.
