Summary of the contracting process

Cambridge City Council is procuring environmental monitoring and ecological consultancy services for an electrofishing survey programme on selected Cambridge chalk stream case study reaches. The work covers Hobson’s Brook, Cherry Hinton Brook, Coldham’s Brook and East Cambridge Main Drain, and Vicar’s Brook, subject to agreement on survey reaches, access and permissions. The appointed provider will survey fish assemblages and recruitment, interpret habitat, assess connectivity, apply brook lamprey detection methodology, assess habitat suitability, and produce technical reports and presentations. Findings must be interpreted in the context of chalk stream restoration. Delivery will take place across urban watercourses in Cambridge, for a council-led chalk stream project.

The procurement reached tender: Cambridge City Council invited offers through a below-threshold open competition. The contract covers 8 January 2027 to 31 March 2029, with a maximum available allocation of £29,500 excluding VAT. Bids must be submitted electronically through the council’s procurement portal by 21 September 2026 at 12:00 noon. Questions must be submitted through the portal. There is one lot. Offers will be evaluated on 70% quality and 30% price. The requirement is for services and is below the applicable threshold. The tender asks suitably qualified providers to express interest and respond through the portal.

This opportunity suits specialist fisheries, aquatic ecology and environmental consultancy providers with practical electrofishing capability and fish ecology expertise. Suppliers must hold appropriate qualifications and permissions, follow robust fish welfare procedures and biosecurity controls, and demonstrate safe working practices in urban watercourses. Strong candidates will be able to design and deliver fish assemblage and recruitment surveys, detect brook lamprey, assess habitat suitability and connectivity, and interpret ecological findings for chalk stream restoration. The work also requires clear technical reporting and the ability to present findings to stakeholders. Providers need the capacity to coordinate access and permissions across several Cambridge watercourse reaches and to deliver a coherent programme of fieldwork, analysis and communication.
