Summary of the contracting process

The Regional Business Services Organisation Procurement and Logistics Service is planning a purchase of postal envelopes for Health and Social Care Northern Ireland and Northern Ireland Fire and Rescue Services. The goods are printed envelopes, classified under CPV 30199710. The requirement is intended to support postal communications across these Northern Ireland public services. The procurement covers one planned lot and is for goods rather than services or works. Suppliers that manufacture, print, distribute or otherwise supply business stationery and postal envelopes are likely to find the subject matter relevant. The buyer is acting for both HSCNI and NIFRS, so the requirement may suit businesses able to serve public-sector organisations across Northern Ireland.

This procurement is at the planning stage and is currently a pre-market engagement exercise, not an invitation to tender. The buyer expects to issue a subsequent notice on 12 October 2026. It is seeking market views through a questionnaire, with responses and comments requested by 15:00 on 4 September 2026. The planned contract is expected to run from 1 February 2027 to 31 January 2029, with a possible extension to 31 January 2031. The stated procurement value is £0 GBP. The process has one planned lot, and renewal is anticipated. Participation in the engagement will not commit the buyer to running a future tender or suppliers to participating in one.

This engagement is intended for suppliers that can provide printed postal envelopes at the scale required by Northern Ireland’s health and social care services and fire and rescue service. Relevant businesses may include envelope manufacturers, commercial printers, stationery distributors and suppliers with established public-sector fulfilment arrangements. The buyer is specifically seeking a market view of the potential requirement, so suppliers with practical knowledge of envelope formats, printing, specification, ordering, stock management and delivery should be well placed to provide useful responses. Businesses considering future public-sector work can use the questionnaire to explain their capabilities, identify workable requirements and comment on the proposed market approach before any later tender is issued.
