Summary of the contracting process

The Council intend to establish a contract with a single supplier to act as the lead organisation for Engagement and Participation activities across University Health and Social Care North Lanarkshire (UHSCNL), on behalf of North Lanarkshire Council (NLC) and the Integrated Joint Board (IJB). In the style of an open procedure all in accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 74.

North Lanarkshire has a strong history of engagement and participation with supported people, unpaid carers, community groups and voluntary organisations. Building on these established relationships and networks, the Agreement will ensure continued meaningful involvement of people with lived experience in shaping health and social care services, policies, strategies and priorities. The Agreement will support UHSCNL's commitment to ensuring that the voices of supported people, carers and communities are heard and influence decision-making at both operational and strategic levels. The successful Contractor will act as the single point of contact for Engagement and Participation across UHSCNL and will have responsibility for leading, coordinating and overseeing engagement and participation activity. This includes involvement in governance arrangements, developing and maintaining strategic partnerships, supporting representation within UHSCNL governance structures, and administering an Engagement and Participation Fund to support curated organisations and community groups involved in engagement activities. . . The Agreement includes: -Leading and coordinating engagement and participation activity across UHSCNL. -Developing processes for engagement and participation. -Supporting representation of communities, supported people and carers within UHSCNL governance structures and strategic forums. -Managing the allocation and monitoring of Engagement and Participation funding. -Working collaboratively with existing and new stakeholder organisations to strengthen engagement opportunities. -Supporting the development and delivery of the UHSCNL Engagement and Participation Strategy and Framework 2024-2028. -Developing planning, performance, monitoring and evaluation arrangements to measure impact and outcomes. -Ensuring effective communication, feedback mechanisms, transparency and accountability across all engagement and participation activity. . Ambitions and Objectives: The ambition of the Agreement is to create a coordinated, inclusive and sustainable approach to engagement and participation which enables supported people, unpaid carers and communities to have meaningful opportunities to influence health and social care strategy, policies and services across North Lanarkshire. Key objectives include: -Strengthening the involvement of supported people and unpaid carers in decision-making and service improvement. -Ensuring the views and experiences of communities directly inform policy, strategy and service development. -Expanding and enhancing engagement methods to reach a broader and more diverse range of people. -Supporting preventative and person-centred approaches to health and social care. -Building capacity within community and voluntary sector organisations to facilitate engagement and participation. -Promoting accountability, transparency and continuous improvement through effective governance and evaluation. -Ensuring engagement and participation activity delivers measurable outcomes and contributes to improved health and social care services for the people of North Lanarkshire. .
