Summary of the contracting process

Thames Valley Integrated Care Board intends to commission specialist palliative and end-of-life care for babies, children and young people with life-limiting conditions across the Thames Valley. The service includes specialist medical support, symptom management, short breaks and supportive stays, hospice-at-home care, 24/7 specialist nursing and medical support, and end-of-life care. It will also provide emotional, practical and bereavement support for parents, siblings and wider family members, together with youth and transition services supporting independence and preparation for adult services. Care will be delivered in the hospice, at home and in hospital according to family need and preference. This is a community health service, commissioned by the Integrated Care Board, with NHS South, Central and West Commissioning Support Unit acting on its behalf.

This procurement is at the planning stage: the buyer has announced an intention to award through the Most Suitable Provider process under the Provider Selection Regime. The expected contract duration is three years, with anticipated service commencement in October 2026. The estimated contract value is £1,360,677 excluding VAT. The buyer expects a further notice around 1 October 2026 and has said that interested providers will be able to express interest within 14 days of publication of the intention notice. The procurement is a single service package rather than multiple lots. Assessment will use the Basic Selection Criteria and five key areas: quality and innovation; value; integration, collaboration and sustainability; access, health inequalities and choice; and social value.

This work is likely to suit an established specialist paediatric palliative care provider with the clinical infrastructure to support babies, children and young people across hospice, home and hospital settings. The buyer has expressed a strong preference for organisations already providing specialist medical input within the current Thames Valley pathway and embedded in relevant referral and clinical governance arrangements. Suitable providers should be able to coordinate specialist nursing and medical cover, symptom management, respite and supportive stays, end-of-life care, family support, and youth transition services. Organisations should also be prepared to demonstrate quality, innovation, value, integrated and sustainable service delivery, improved access and reduced health inequalities, patient choice, and social value. The buyer indicates that TUPE is unlikely to apply.
