Summary of the contracting process

Thames Valley Integrated Care Board intends to commission a community health service for a Women’s Health Hub across Berkshire West, covering Reading, Wokingham and West Berkshire. The service will be delivered out of hospital from several sites within the Berkshire West locality and will transition towards a Women’s Integrated Neighbourhood Service model. Initial clinical provision will cover menopause, heavy menstrual bleeding and pelvic floor health, with pessary and intrauterine system fitting where required. The integrated service will offer central triage and assessment, advice and guidance, community management of lower-complexity conditions, outreach to underserved and marginalised women, and escalation to secondary care when clinically necessary. It will work with patients’ GP records where possible, with Royal Berkshire NHS Foundation Trust supporting clinical governance, multidisciplinary teams and ultrasound provision.

This is at the planning stage: the commissioner has published an intention to use the Most Suitable Provider process under the Provider Selection Regime, rather than issuing an invitation to tender. The anticipated service commencement is October 2026 and the contract is expected to run for 30 months. The stated contract value is £2,523,262 excluding VAT. The commissioner expects the next notice to be published on 1 October 2026. Assessment will use the Basic Selection Criteria and key criteria covering quality and innovation; value; integration, collaboration and service sustainability; improved access, reduced health inequalities and patient choice; and social value. Assessment will be proportionate to the service. The process is a single planned lot, and TUPE is unlikely to apply.

The service is likely to suit NHS, primary care, community health and specialist women’s health providers able to operate an integrated intermediate model across Berkshire West. Strong candidates will be able to provide predominantly GP and nurse-led clinical teams, central triage, assessment, advice, lower-complexity community treatment, ultrasound-supported pathways and safe onward referral. The commissioner has a strong preference for providers with established relationships with primary care, community services in West Berkshire and Royal Berkshire NHS Foundation Trust, so local partnership arrangements and evidence of collaborative working will be important. Providers should prepare evidence of high-quality, evidence-based care, clinical governance, multidisciplinary working, outreach to underserved and marginalised populations, health-inequality improvement, information sharing with GP records, service sustainability and social value.

NHS Thames Valley (the Commissioner) is publishing this notice to inform the market of its intention to follow the Most Suitable Provider (MSP) process for the award of a contract for a Women's Health Hub for Berkshire West (Reading, Wokingham and West Berkshire). The service will provide a women's health service that is accessible (out of hospital) with shorter waits and high-quality evidence-based care for women in Berkshire West. The Commissioner has a strong preference for providers that can demonstrate existing relationships with primary care, community services in West Berkshire and RBFT. Providers who believe they are capable of delivering this service are invited to express their interest within 14 days of publication of this notice. The Commissioner will not begin identifying or assessing potential providers until after this period, in accordance with the Provider Selection Regime The contract duration is 30-months, and the anticipated service commencement date is October 2026. The contract value is PS2,523,262 excluding VAT This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.

The service will provide a women's health service that is accessible (out of hospital) with shorter waits and high-quality evidence-based care for women in Berkshire West. Initially it will provide treatment for menopause, heavy menstrual bleeding and pelvic floor health. Pessary and IUS fitting will also be available as required as part of a management option. The service will be delivered from a number of sites within the Berkshire West Locality. RBFT will support the service in terms of clinical governance, involvement in MDTs and the provision of ultrasound. The model includes proactive outreach to underserved and marginalised populations to address health inequalities. It will operate as an integrated intermediate model using a predominantly but not exclusively GP and nurse workforce, They will provide: * A service to the Berkshire West footprint. * Central triage and assessment working with RBFT. * Advice and guidance working with RBFT. * Community management of clinically appropriate lower complexity * Conditions. * Outreach to women in underserved communities and marginalised populations. * Onward escalation to secondary care where clinically required. * Integration with patients' GP record where possible.
