Summary of the contracting process

Imperial College Healthcare NHS Trust is planning a joint procurement for North West London Pathology and South West London Pathology. The requirement is a pathology laboratory information management system (LIMS) and associated implementation, data migration, integration, training and support services. It is a healthcare IT and pathology services requirement, including medical software (CPV 48180000), intended for large hub-and-spoke laboratory networks. The system will support urgent and routine testing, specialist diagnostics, GP and community connectivity, digital pathology and laboratory automation. The expected scope covers biochemistry, haematology, blood transfusion, microbiology, immunology, histocompatibility and immunogenetics, virology, cellular pathology, andrology, genetics and molecular workflows across North West and South West London.

This process is at the planning stage and is currently market engagement, not an invitation to tender. The Trust expects to publish a future notice by 30 April 2027. The market engagement seeks supplier views through a questionnaire, with responses requested by 1 October 2026 at 12 noon. The anticipated procedure is above-threshold and will cover one lot. The estimated value is £28,000,000 excluding VAT and £33,600,000 including VAT. The anticipated contract period is from 1 September 2028 to 31 August 2038, with a possible extension to 31 August 2043. The buyer intends to understand available solutions, delivery approaches, implementation risks, commercial models and ways to strengthen the pathology operating model before finalising the procurement.

This will suit healthcare technology suppliers with an established, scalable and interoperable LIMS platform, together with the delivery capacity to implement it across complex pathology networks. Relevant capability includes migration from existing systems, resilient infrastructure, training, ongoing support and integration with electronic patient records, national systems, automation platforms and analytics tools. The buyer is looking for interoperability beyond traditional HL7 messaging, future-proof digital capability and support for artificial intelligence and machine learning in pathology and diagnostic services. Suppliers should be able to demonstrate reliable support for multiple laboratory disciplines, clinical safety, standardisation, regulatory compliance and operational performance at scale. The single lot is identified as suitable for small and medium-sized enterprises, including specialist firms able to partner for wider delivery.

Notice Title

NWLP and SWLP Pre-market engagement for a Pathology IT LIMS system

Notice Description

North West London Pathology & South West London Pathology are jointly seeking to understand market capacity and supplier capability in relation to a future procurement for a Pathology IT Laboratory Information Management System (LIMS) solution and associated implementation, migration, integration, training and support services. The purpose of this early market engagement is to inform the Authority on available market solutions, delivery approaches, implementation risks, commercial models, and opportunities to further strengthen NWLP's and SWLP's pathology operating model. Both NWLP and SWLP's current state demonstrates a thriving, high-performing pathology network, but also one operating at scale and under continued transformation. The networks have highlighted sustained testing growth, increasing operational complexity, ongoing investment in digital pathology and automation, and the need for resilient infrastructure, strong interoperability beyond the traditional HL7 messaging and future-proofed digital capability. Both NWLP and SWLP laboratories support large-scale hub and spoke operations, urgent and routine testing pathways, a wide range of specialist diagnostics, and extensive GP and community connectivity. A future of an Interoperable LIMS procurement is therefore anticipated to support both NWLP and SWLP in maintaining clinical safety, standardisation, regulatory compliance, operational performance while enabling further digital transformation and leveraging artificial intelligence and machine learning to support the future delivery of pathology and diagnostic services. Both NWLP and SWLP wishes to understand how the market can support disciplines including biochemistry, haematology, blood transfusion, microbiology, immunology, H&I, virology, cellular pathology, andrology, genetics and molecular workflows; provide robust interfaces into EPRs, national systems, automation platforms and analytics tools; and deliver a scalable platform aligned with NWLP and SWLP's strategic direction. Suppliers who are interested in this opportunity should complete the attached questionnaire and respond back by 1st October 2026 at 12 noon.
