Summary of the contracting process

Gloucestershire Hospitals NHS Foundation Trust is procuring additional echocardiography capacity to reduce a significant backlog in diagnostic services and improve timely patient access. The requirement covers echocardiogram services delivered in Gloucestershire, in line with the Trust’s clinical specification and requirements for quality, governance and service standards. The work is a healthcare service contract, classified under cardiology services (CPV 85121231). It is intended to address waiting times that exceed the national six-week DM01 standard. Services will be provided for the Trust’s patients and are expected to respond to clinical demand, service requirements and commissioning decisions. The contract will operate through individual call-offs rather than a guaranteed volume of activity.

The process has reached tender: the buyer invited offers through a selective, restricted procedure under the Provider Selection Regime for healthcare services. Participation is restricted to suppliers registered on the Countess of Chester Insourced and Outsourced Clinical Services framework, Lot 1. Bids must be submitted in English by 25 September 2026 at 12:00, electronically or in writing, and remain valid until 30 April 2027 at 23:59. The estimated contract value is £2,000,000. The contract is expected to start on 1 April 2027 and run for 1,440 days, with an option described for two further one-year extensions. Evaluation weights are value 50%, quality and innovation 20%, integration, collaboration and service sustainability 20%, and social value 10%.

This opportunity suits established echocardiography and diagnostic healthcare providers with capacity to take on additional patient activity and reduce waiting lists. Suppliers need to deliver services against the Trust’s clinical specification and demonstrate compliance with relevant quality, governance and service standards. The principal commercial requirement is prior registration on the specified Countess of Chester clinical services framework, Lot 1, so businesses outside that framework cannot participate in this procurement. Providers should be able to manage variable call-off volumes, as activity may rise or fall with clinical demand and commissioning decisions. Strong bids will need to show value, quality, innovation, collaborative delivery, service sustainability and social value.
