Summary of the contracting process

Incommunities Ltd intends to appoint one or more suppliers for internal communal cleaning and external window cleaning. The services will cover low- and medium-rise new-build and acquired residential accommodation, together with sheltered housing schemes. Suppliers will be expected to provide a high-quality, reliable and consistent service across identified properties, with provision for additional homes that Incommunities acquires or develops during the contract. The work is classified as cleaning services, including accommodation, building and window cleaning. Delivery will take place across West Yorkshire and North Yorkshire. Incommunities Ltd is the buyer, based in Bradford, and is seeking a service capable of operating across a dispersed residential property portfolio rather than at a single site.

This procurement is at the planning stage and is not an invitation to tender. Incommunities expects to use supplier feedback from a preliminary market-engagement questionnaire to shape its procurement approach, specification, contract strategy and structure. The buyer’s indicative expectation is to issue the next notice on 1 October 2026; questionnaire responses are expected by 21 September 2026. The procurement is planned as one lot, with a contract period expected to run from 31 January 2027 to 31 January 2031, subject to renewal arrangements. The estimated gross value is recorded as £0 including VAT. The procurement is above the applicable threshold. The final procedure and evaluation approach will be developed following engagement.

This will suit commercial cleaning contractors with the operational capacity to manage internal communal areas and external windows across housing schemes spread throughout West and North Yorkshire. Relevant suppliers should be able to organise reliable, consistent service delivery across low- and medium-rise buildings, newly built and acquired homes, and sheltered accommodation. The requirement is likely to favour businesses with robust workforce planning, scheduling, supervision, quality control, health and safety arrangements, and the equipment needed for window cleaning and communal-area cleaning. Experience of working across residential property portfolios would be useful, as would the ability to mobilise for properties added through future acquisitions or development. Market engagement gives suppliers an opportunity to influence the eventual specification and contract structure.
