Summary of the contracting process

The London Borough of Croydon is exploring the future procurement of care services for two care homes: Precious House Care Home, with a focus on interventions that support people to step across to family settings, and South Norwood Care Home, for people with complex needs. This is a health and social work services requirement. The work will be delivered at or through these Croydon care homes and will involve providers able to support residents with complex needs while developing appropriate transitions into family settings. The council is seeking views from prospective care providers and other stakeholders to help shape its approach to these services.

The procurement is at the planning stage and the council has expressly described it as market engagement rather than an invitation to compete. It expects to hold a briefing and information session on 10 September 2026 at 2pm, with registration requested by 7 September 2026. Further engagement is planned after that session for parties that remain interested. The council’s expected date for a future notice is 4 January 2027. The planned contract period is from 1 April 2028 to 31 March 2035. One lot is currently identified, covering both care homes. No contract value, budget, award criteria or procurement procedure has yet been set out.

This engagement will suit established care providers with the operational capacity to run or support services across two care homes and experience of meeting complex care needs. Providers should be able to work with residents, families and stakeholders on interventions that enable appropriate moves towards family settings, as well as deliver care for people requiring complex-needs support. Organisations with experience of care-home management, transition planning, safeguarding, multidisciplinary working and person-centred support will be well placed to contribute useful views. The council’s early engagement gives relevant providers an opportunity to understand the developing requirement and help inform the future service model before the planned procurement reaches the market.
