Summary of the contracting process

Falkirk Council sought providers for homelessness support across the Falkirk Council area. The services cover supported accommodation, outreach tenancy support and Housing First, aiming to prevent homelessness, help people sustain tenancies and live independently, and improve wellbeing. The requirement is divided into four service areas: supported accommodation and move-on outreach for young people aged 16–26; supported accommodation and outreach for single people, couples and families aged 16 and over; community-based tenancy support; and long-term, intensive Housing First support for adults with recurrent homelessness and complex needs. The accommodation services use units provided by the Council. Support includes accommodation management where relevant, practical help to sustain housing, and multi-agency, person-centred support under Housing First principles. Delivery is in Falkirk.

The Council invited offers through an open procedure for a framework agreement, with electronic responses. The tender deadline was amended to 11 November 2026 at 11:00 UTC. The framework is due to start on 1 April 2027, run for 12 months initially and may be extended by up to three further one-year periods at the Council’s discretion. The estimated values are £1,817,033 for young people’s supported accommodation, £1,981,236 for supported accommodation for single people, couples and families, £1,735,498 for tenancy support, and £589,035 for Housing First. Each lot has a stated contract duration of 1,440 days. Bidders must meet Care Inspectorate registration and grading requirements; award evaluation details are set out in the lot specifications and procurement documents.

This opportunity is suited to organisations with established housing support and homelessness services, including experience working with young people, families, people at risk of homelessness and adults with multiple or complex needs. Providers bidding for accommodation lots need capacity to manage supported accommodation and deliver outreach and move-on support; the Housing First lot calls for flexible, intensive, long-term, person-centred work and multi-agency coordination. Care Inspectorate registration for housing support is required, with a grading of at least 4 in all areas. The responsible service manager must hold the Registered Managers Award or equivalent, maintain appropriate professional registration in line with Care Inspectorate requirements and be registered with the Scottish Social Services Council. Minimum employer’s liability insurance is £10 million for all lots; public and property owners’ liability cover requirements differ by lot. Subcontracting requires the Council’s written agreement.
