Summary of the contracting process

Falkirk Council intends to commission social work and related services for people who are homeless or at risk of homelessness, delivered across the Falkirk area. The planned framework covers four service areas. Supported accommodation for young people aged 16 to 35, prioritising 16 to 21-year-olds, will provide housing support and move-on outreach. A second supported accommodation service will serve single people, couples and families aged 16 and over. Community-based tenancy support will help people prevent homelessness, sustain accommodation and live independently. Housing First will provide flexible, intensive, person-centred, long-term support for adults with recurrent homelessness and multiple, complex needs, including health, wellbeing and community integration support.

This is a planning-stage provider information event, not an invitation to tender. Falkirk Council expects to re-tender the framework after its existing arrangement expires, using an anticipated start date of 1 April 2027. The estimated total value is £6.6 million. The framework is planned to contain four lots: supported accommodation for young people; supported accommodation for single people, couples and families; tenancy support; and Housing First services. Falkirk Council expects to publish the next notice on 9 October 2026. The online information event is scheduled for 15 September 2026 at 10am and will last approximately one hour. Providers wishing to attend were asked to register by 10 September 2026.

The planned framework will suit organisations already delivering homelessness services, supported housing, tenancy sustainment or Housing First provision. Relevant providers will need to work effectively with people who are homeless, at risk of homelessness or moving towards independent living, including young people, families and adults with recurrent homelessness and multiple complex needs. Experience of accommodation-based support, outreach, short-term task-based interventions and long-term intensive support would align with the stated service requirements. Housing First specialists should be able to provide flexible, person-centred assistance and work through a multi-agency approach involving housing, health and community services. Organisations able to demonstrate practical support for tenancy sustainment, resilience, independence and sustainable housing outcomes should monitor the forthcoming competition.

This Prior Information Notice relates to a Provider Information Event only in relation to a Falkirk Council Framework Agreement for the Provision of Homeless Supported Accommodation, Outreach Tenancy Support and Housing First Services. Please see Section VI below for additional information.

Lot Information

Supported Accommodation -- Young Persons

Interim accommodation-based housing support with move-on outreach for young people aged 16-35, with priority given to those aged 16-21. The service supports young people who are homeless or at risk of homelessness to build the skills, resilience and independence required to sustain housing and progress towards settled accommodation. Support is estimated at 170 hours per week over 17 rooms in accommodation unit provided by Falkirk Council.

Supported Accommodation -- Single People, Couples and Families

Interim accommodation-based housing support with move on outreach for people aged 16 and over. The service supports single people, couples and families who are homeless to build the skills to sustain housing and progress towards independent living. Support is estimated at 200 hours per week across 20 tenancies/rooms in an accommodation unit provided by Falkirk Council.

Tenancy Support

A community-based tenancy support service for Service Users who are at risk of homelessness or who have recently experienced homelessness. The service will provide task-based support to prevent homelessness, sustain accommodation and promote independent living. Support will primarily be delivered on a short-term basis with a focus on achieving sustainable housing outcomes.

Housing First Services

A Housing First service for adults who have experienced recurrent homelessness. The service will be delivered in accordance with Housing First principles, providing flexible, intensive person-centred and long-term support to individuals with multiple and complex needs, using a multi-agency approach to promote tenancy sustainment, health and wellbeing, and community integration.
