Summary of the contracting process

Merthyr Tydfil County Borough Council is seeking a provider to design and deliver a Deep Listening Exercise for the Merthyr Tydfil Marmot Programme. The work is a research consultancy service (CPV 73210000) covering the whole county borough. The provider will develop an engagement and research methodology, co-produce research questions, recruit and support community researchers or local participants, and run inclusive engagement with residents, including underrepresented and seldom-heard groups. It will collect qualitative and quantitative insight, analyse lived experiences, identify themes and opportunities, and produce reports, presentations and recommendations. The work also includes transferring knowledge and skills to local partners, to support future engagement, policy development, service planning, place-based interventions, reduced health inequalities and improved wellbeing.

The process has reached tender: the Council invited offers through a below-threshold open competition. It comprises one lot and allows electronic submission through the eTenderWales portal, using reference itt_126785. Questions could be submitted until 31 August 2026 at 00:00, and offers were due by 14 September 2026 at 00:00. The contract period is 23 September 2026 to 31 March 2027. Its estimated value is £77,000 excluding VAT, or £92,400 including VAT. Evaluation is weighted 80% quality and 20% price. The procurement documents contain the selection criteria. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This opportunity suits providers with demonstrable experience in community engagement, participatory research, co-production and working with diverse communities. Relevant expertise in health inequalities and the Marmot Agenda is important, as is the ability to align delivery with the Well-being of Future Generations (Wales) Act 2015. Suppliers should be able to design robust mixed-method research, gather and interpret both qualitative and quantitative insight, and communicate findings through clear reports, presentations and practical recommendations. The work requires capacity to recruit, train and support community researchers or local participants, engage underrepresented and seldom-heard groups inclusively, and collaborate with a council, university, public services partners, stakeholders and communities. Providers must also deliver social value through community capacity building, skills development, civic participation and sustainable local benefits.
