Summary of the contracting process

Gloucestershire County Council, acting for the Gloucestershire Strategic Migration Partnership, is procuring a single-supplier refugee support service. The service will provide support for refugees in Gloucestershire and is classified as a health and social work service. The requirement is intended to respond to changing levels of refugee arrivals and demand, with the service able to accommodate changes in funding and capacity. This is a public-sector service opportunity for organisations delivering refugee support, resettlement, migration or related social care and community services. The buyer is seeking one supplier to take responsibility for the service across the county, rather than dividing delivery between multiple providers. The contracting authority is Gloucestershire County Council, based at Shire Hall in Gloucester.

The procurement has reached the tender stage: the council invited offers through an open competitive selection process under the Procurement Act 2023 Light Touch Regime and an open procedure. It is a single lot and a single-supplier contract, with a maximum estimated value of £1.5 million. The deadline for enquiries was 4 September 2026 at 23:59 UK time, and the deadline for tender submissions is 23 September 2026 at 12:00 UK time. The expected award decision date is 2 November 2026. The initial contract runs from 1 January 2027 to 31 December 2029, with two possible one-year extensions, allowing a maximum period to 31 December 2031. Evaluation is weighted 60% quality, 25% price and 15% social value. Electronic submission is allowed in English.

This opportunity suits organisations with direct experience of supporting refugees and delivering health, social work or community-based support services. Suppliers should be able to manage a county-wide, single-provider service and adapt delivery as refugee arrivals and demand change. The requirement also favours providers able to increase service capacity if demand exceeds forecasts, so bidders will need credible arrangements for scaling staffing, coordination and support activity. Strong service quality is commercially important because quality accounts for most of the evaluation weighting. Social value is also a scored consideration, making the opportunity relevant to organisations that can demonstrate wider community benefits alongside contract delivery. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, including organisations able to meet the technical requirements through their own teams or delivery partnerships.
