Summary of the contracting process

The Department for Education procured pre-construction services for the design and build or refurbishment of Stepney All Saints Church of England Secondary School, including a mainstream secondary school and sixth form. The requirement is part of a two-stage public works contract: the awarded Pre-construction Services Agreement covers Early Supplier Involvement, ahead of detailed design and the later works contract. The procurement is classified as construction work. Delivery is in the United Kingdom. The project concerns one complete requirement rather than separate work packages. The buyer is a central government department, and the selected contractor is Kier Construction. The scheme is being progressed through Construction Framework CF25, which provides the framework route for this school project and its associated design, pre-construction and construction activity.

The procurement has reached the award stage and is complete. It used a selective procedure through a framework, with the award made without a competitive process under the framework. One lot was awarded to Kier Construction on 25 August 2026. The award and active contract cover an estimated £1 (gross £1.20) Early Supplier Involvement phase. The contract was signed on 25 June 2026 and runs from 25 June 2026 to 9 July 2031, with a maximum extent date of 10 July 2031. Renewal and additional options are available under the PCSA terms. The published price and expiry date relate only to the early phase; the final price and expiry date will be confirmed after detailed design and agreement of the works under a JCT Design and Build contract.

This procurement shows demand from the Department for Education for contractors able to deliver school development through a structured, two-stage public works route. A credible future supplier would need capability in pre-construction services, early supplier involvement, detailed design coordination and the design-and-build or refurbishment of mainstream secondary schools and sixth forms. Experience of managing the transition from pre-construction into a JCT Design and Build works contract would be relevant, as would the capacity to carry a project through a long delivery programme and manage design, construction and refurbishment interfaces. Suppliers should also understand how to secure work through a public construction framework, particularly Construction Framework CF25, and demonstrate the organisational strength expected for central government education projects.
