Summary of the contracting process

Durham County Council procured a framework for specialist joinery works. The requirement covers construction and joinery work commissioned by the Council, with call-offs subject to the maximum rates tendered in the schedule of rates. Work is to be delivered in the North East of England, within the framework’s stated geographical area. The framework may also be used by additional contracting authorities that have a procurement service-level agreement with Durham County Council and available budget. It is intended for works rather than goods or general services. The arrangement is not exclusive: the Council and participating authorities may use other procurement routes or suppliers where they consider this demonstrates value for money. The framework therefore concerns specialist joinery capacity for public-sector construction requirements across Durham and potentially other participating authorities.

The procurement is complete and has been awarded. Manners Group Ltd was appointed to the single lot and the contract was signed on 24 August 2026. The framework runs from 1 September 2026 to 31 July 2028, with options to extend by up to two further 12-month periods, to a maximum end date of 31 July 2029. Its stated contract value is £80,000 excluding VAT and £960,000 including VAT. It was run as a below-threshold limited competition. Up to three organisations achieving the highest overall weighted scores could be appointed; the published award records Manners Group Ltd as the supplier. Call-offs may be made with or without reopening competition. There is no guaranteed minimum workload or expenditure, and a 1% rebate applies to spend under the framework.

This award indicates recurring public-sector demand for specialist joinery and associated construction work from Durham County Council and eligible partner authorities. A credible future competitor would need the practical capability to deliver specialist joinery works, price against a schedule of rates, and manage call-offs under a framework that may be awarded either directly or following renewed competition. The requirement is suitable for an established small or medium-sized construction or joinery business: the appointed supplier, Manners Group Ltd, is recorded as an SME. Businesses should be able to demonstrate a strong weighted tender submission and maintain rates that remain competitive across different types of joinery work. Commercial planning should also allow for the framework’s 1% rebate and the absence of guaranteed work or expenditure.
