Summary of the contracting process

The Regional Business Services Organisation’s Procurement and Logistics Service is planning a procurement for first aid at work training for Health and Social Care Northern Ireland (HSCNI). The requirement is for education and training services, covering the delivery of workplace first-aid training to HSCNI. The buying organisation is acting on behalf of HSCNI, and the work is intended for the health and social care service in Northern Ireland. The planned arrangement is associated with a framework agreement and is currently described as one lot. Suppliers with relevant first-aid training provision, suitable trainers and the ability to support a health and social care organisation should monitor the development of the requirement and engage during the market consultation.

This process is at the planning stage and is a preliminary market engagement, not an invitation to tender. The buyer expects to use a framework agreement for one lot. It is seeking market views through a questionnaire, with supplier responses and comments requested by 15:00 on 8 September 2026. The buyer’s indicative date for a subsequent notice is 2 October 2026. The anticipated contract period is 1 February 2027 to 31 January 2029, with a possible extension to 31 January 2031; renewal is contemplated. The recorded estimated procurement value is £0 gross in GBP. Participation in the market engagement does not commit a supplier to any future tender, and the buyer has not yet set out tender evaluation criteria or a bid procedure.

This consultation will suit providers already delivering first aid at work training, particularly those able to design and deliver consistent training across a health and social care organisation. Relevant experience should include workplace first-aid instruction, trainer management, learner assessment and the administration of training records or certificates. Suppliers should be ready to explain their delivery model, geographic coverage, capacity, quality controls and approach to meeting HSCNI’s operational requirements. The buyer is specifically seeking a market view of the potential requirement, so organisations with practical knowledge of first-aid training standards and public-sector or healthcare delivery may be well placed to contribute useful answers. No specific accreditation, qualification or technical standard has yet been stated.
