Summary of the contracting process

Cornwall Council is commissioning a Family Domestic Abuse Support Advisor service for families in Cornwall where domestic abuse is a primary concern. The service will provide a small team of specialist domestic abuse workers based within Family Help teams. They will offer short-term, focused support to increase safety, improve understanding of risk and help families access wider domestic abuse services. The service must work alongside Children’s Social Care rather than replace it. It also includes a supervisor or team lead to provide consistency and coordination. This is a community and social support service, classified under other community, social and personal services. It is a single service requirement and is suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The procurement has reached tender: Cornwall Council invited offers through an open procedure. Questions had to be submitted by 9 September 2026 at 12:00, and offers by 28 September 2026 at 09:00. The planned award decision date was 5 November 2026. The initial contract period is 1 April 2027 to 31 March 2029, with an option to extend to 31 March 2031, subject to funding confirmation and a break clause at the end of the initial term. The estimated contract value is £2,185,289 including taxes. Evaluation is based on method statements, worth 85%, and social value, worth 15%. Economic and technical participation conditions are set out in the invitation to tender. Electronic submission is allowed in English.

This opportunity suits providers with established domestic abuse support expertise and the ability to deliver focused, short-term interventions for families. Bidders should be able to assess and respond to domestic abuse risk, increase safety, improve families’ understanding of risk and connect them with wider specialist services. The operating model requires workers to be embedded within Family Help teams while maintaining effective collaboration with Children’s Social Care, so experience of multi-agency family support and safeguarding environments will be relevant. Providers also need to supply or manage a small specialist team and provide a supervisor or team lead who can ensure consistent practice and coordination. The requirement is explicitly suitable for SMEs and VCSE organisations, and social value forms part of the evaluation.
