Summary of the contracting process

The Office for National Statistics bought charity account data for the not-for-profit institutions serving households sector. The service provides agreed data extracts, including all specified metadata, covering the current data sample and any previous samples that have been restated. It includes Band Income and Band Max datasets in the format used in earlier contract years, unless ONS agrees a change in writing. Band Income must match values published in official National Council for Voluntary Organisations products, such as the UK Almanac. The supplier must also keep ONS informed about relevant product news, updates, developments and announcements. This is a data standardisation and classification service, aligned with CPV 72330000, delivered for ONS across the United Kingdom.

This procurement has been awarded and is complete. ONS used a direct below-threshold procedure without competition. One completed lot was awarded to the National Council for Voluntary Organisations, whose award is active. The contract was signed on 21 July 2026 and runs from 1 August 2026 to 31 July 2031. Its value is £63,895 excluding VAT, or £76,674 including VAT. Delivery is to follow a timetable agreed with ONS at the beginning of each year, subject to publication of the Charity Commission for England and Wales register extracts and Trustee Annual Report data. Delays or material changes from that source extend delivery timescales correspondingly. The requirement was evaluated through the direct-award route rather than a competitive assessment.

This award shows established demand from ONS for recurring, specialist charity-sector data rather than a one-off data purchase. A credible future competitor would need the capability to produce reliable charity account datasets, supply complete extracts with agreed metadata, and maintain consistent formats across successive samples and any restated historical data. It would also need robust validation processes so that income-band data aligns with authoritative published products, together with the ability to monitor and communicate relevant changes to those products. Delivery planning must accommodate dependencies on Charity Commission publications, while staff should be able to identify risks affecting data quality or timing and discuss practical responses with ONS. Experience supplying structured public-sector data would support this requirement.
