Summary of the contracting process

Stoke-on-Trent City Council intends to commission two specialist short-term, home-based support services for adults aged 18 and over across Stoke-on-Trent. The services fall within health and social work services (CPV 85000000) and are intended to help people remain safely at home during crisis, recovery, assessment, transition, hospital discharge, deterioration in health or carer breakdown. Lot 1 is a night support service providing a physical staff presence, supervision, observation, reassurance, risk management and evidence about overnight needs between 11pm and 6am. Lot 2 is a flexible wrap-around service providing intensive support, monitoring, observation and intervention across extended daytime periods. Both services aim to avoid unnecessary hospital admissions and residential care, promote independence and wellbeing, and inform longer-term care planning.

This procurement is at the planning stage: the Council has stated its intention to procure but has not invited tenders. It expects to appoint one provider to each lot, with suppliers able to express interest in one or both. The estimated value is £3,520,244 excluding VAT, or £4,224,292.80 including VAT. Lot 1 is planned to run from 3 May 2027 to 2 May 2028, with renewal permitted up to 2 May 2032. A bidder’s day is planned for 8 September 2026 from 11:00 to 11:30am, and the next notice is expected on 22 September 2026. The Council has not set out the eventual procurement procedure, submission arrangements or evaluation criteria at this stage.

When this reaches the market, it will suit providers able to deliver short-term, intensive home-based adult support across Stoke-on-Trent at city-wide scale. The Council is looking for organisations with sufficient capacity, workforce, expertise and operational resilience to provide either overnight support, wrap-around daytime support, or both. Relevant capability includes safely supporting adults during crisis, recovery, assessment, transition, hospital discharge, health deterioration and carer breakdown; maintaining a reliable physical presence; monitoring wellbeing and managing identified risks; and recording professional observations to inform care planning. Providers will need to work collaboratively with social care, health partners, carers and families. The service model emphasises person-centred, strengths-based and outcome-focused support that promotes independence, wellbeing and positive outcomes.

Stoke-on-Trent City Council is seeking to appoint one Provider for Lot 1 and one Provider for Lot 2 to deliver two specialist short-term home-based support services for adults aged 18 and over. The services are designed to support people to remain safely within their own homes during periods of increased need, crisis, recovery, assessment or transition, whilst avoiding unnecessary hospital admissions and long-term residential care placements. Providers may bid for one or both Lots; however, each Lot will be awarded to a single Provider. Lot 1 - Night Support Service Lot 1 is a short-term overnight support service delivered through block rota arrangements. The service is intended for individuals who require short-term support, supervision, observation or reassurance during night-time hours from 11pm - 6am. The successful Provider will deliver overnight support within an individual's home, typically during periods of crisis, hospital discharge, deterioration in health, carer breakdown, increased risk or whilst assessments are being undertaken. The service will provide a physical staff presence overnight to monitor wellbeing, manage identified risks and respond to support needs as they arise. A key function of the service is to gather evidence about an individual's overnight needs and provide professional observations to support future care planning and decision-making by the Council. Lot 2 - Wrap Around Support Service Lot 2 is a flexible short-term wrap around support service delivered through block support arrangements for individuals who require a higher level of support throughout the day. The successful Provider will deliver short-term intensive home-based support to individuals whose needs require regular monitoring, observation and intervention across extended periods of the day. The service is designed to bridge gaps in support, promote recovery and independence, and provide evidence to inform longer-term care and support planning.
