Summary of the contracting process

Stoke-on-Trent City Council is seeking providers for two specialist short-term home-based support services for adults aged 18 and over, delivered across Stoke-on-Trent. The services are intended to help people remain safely at home during periods of crisis, increased need, recovery, assessment or transition, and to reduce avoidable hospital admissions and long-term residential placements. Lot 1 is overnight support, with staff present in people’s homes to provide supervision, reassurance, monitor wellbeing and respond to risks and needs. Lot 2 is flexible, intensive support across the day, involving regular monitoring, observation and intervention. Both services also gather evidence to inform future care planning and decisions about longer-term support.

The Council invited offers through an open procedure. Bids may cover either or both lots, but each lot will be awarded to one provider and no provider can receive both. Questions were due by 28 October 2026 at 14:00, and bids by 2 November 2026 at 20:00. The planned contract period for each lot runs from 3 March 2027 to 2 May 2029, with possible extension to 2 May 2032 at the Council’s discretion. Lot 1 has an estimated value of £254,901.92 excluding VAT (£305,882.30 including VAT); Lot 2 is £436,974.72 excluding VAT (£524,369.66 including VAT). For each lot, quality carries 60% of the score and price 40%.

This opportunity suits providers experienced in delivering short-term adult social care in people’s homes, with the operational resilience and workforce to cover support across the city. Lot 1 calls for staff able to work overnight on block rotas, typically between 11pm and 6am, provide a physical presence, monitor wellbeing, manage identified risks and record professional observations. Providers may bid for one or both Lots; however, each Lot will be awarded to a single Provider. Lot 1 - Night Support Service Lot 1 is a short-term overnight support service delivered through block rota arrangements. The service is intended for individuals who require short-term support, supervision, observation or reassurance during night-time hours from 11pm - 6am. The successful Provider will deliver overnight support within an individual's home, typically during periods of crisis, hospital discharge, deterioration in health, carer breakdown, increased risk or whilst assessments are being undertaken. The service will provide a physical staff presence overnight to monitor wellbeing, manage identified risks and respond to support needs as they arise. A key function of the service is to gather evidence about an individual's overnight needs and provide professional observations to support future care planning and decision-making by the Council. Lot 2 - Wrap Around Support Service Lot 2 is a flexible short-term wrap around support service delivered through block support arrangements for individuals who require a higher level of support throughout the day. The successful Provider will deliver short-term intensive home-based support to individuals whose needs require regular monitoring, observation and intervention across extended periods of the day. The service is designed to bridge gaps in support, promote recovery and independence, and provide evidence to inform longer-term care and support planning.

Lot Information

Lot 1 - Night Support Service

Lot 1 is a short-term overnight support service delivered through block rota arrangements. The service is intended for individuals who require short-term support, supervision, observation or reassurance during night-time hours from 11pm - 6am. The successful Provider will deliver short-term intensive home-based support to individuals whose needs require regular monitoring, observation and intervention across extended periods of the day. The service is designed to bridge gaps in support, promote recovery and independence, and provide evidence to inform longer-term care and support planning.

Renewal: At the discretion of the Local Authority
