Summary of the contracting process

United Utilities Water Limited intends to procure water industry fittings, primarily mechanical fittings for connection, repair and maintenance of clean-water and wastewater infrastructure. The scope covers design, manufacture, delivery and off-loading at site, together with drawings, operation and maintenance manuals, technical data sheets and factory test certification. Fittings will range from 80mm to 1200mm (3 to 48 inches) and will be delivered across the United Kingdom, with the operational focus in the North West. Five product groups are planned: mechanical couplings and connection fittings; mechanical repair and maintenance fittings; ferrules and saddles; plastic service fittings; and bespoke and fabricated mechanical fittings. The procurement is mainly for goods, with associated services.

This is a planned procurement, not an invitation to tender. United Utilities expects to use an open competitive flexible procedure, with stages for a clarification and opportunity-to-participate process, an invitation to negotiate and a best-and-final-offer stage. It plans to award closed, tri-partite framework agreements, with several contractors on each lot and call-off allocation under the frameworks. The estimated value is £57,000,000 excluding VAT and £68,400,000 including VAT. The enquiry period is expected to end on 2 October 2026 at 3pm. The tender and award processes are expected to conclude on 31 March 2027, with the frameworks starting that day. Each lot is planned for five years to 31 March 2032, with extensions in 12-month increments up to 31 March 2037. All five lots are identified as suitable for SMEs.

The procurement will suit manufacturers, specialist water-fittings suppliers, mechanical engineering businesses and fabricators able to support utility repair and connection work. Relevant capabilities include producing couplings, reducers, flanges, dismantling joints, repair clamps, hydrant clamps, ferrules, saddles and small plastic service fittings in materials such as polyethylene, polypropylene, copper, ductile iron, cast iron, PVC and bronze. Lot 5 is aimed at contractors able to assess requirements, design and fabricate non-standard mechanical pipe fittings, including products outside British Standard sizes. That lot calls for capacity to provide a rapid fabrication service 24 hours a day, 365 days a year. Suppliers should be prepared to provide technical documentation, factory test certification, delivery and site off-loading, and to support pricing that can be updated annually against metal, labour and inflation indices.

Plastic Service Fittings The fittings types covered are service fittings such as nipples, bushes, spacers, adaptors, tees and elbows predominantly small sizes for the purposes of repair and swap outs. The fittings are required in Polyethylene (PE) and Polypropylene (PP), bronze fittings will be deemed to be included under this lot but are expected to be a small element of.

Lot 5-Mechanical Bespoke and Fabricated Fittings

Mechanical Bespoke and Fabricated Fittings The fittings type covered are bespoke products for the purposes of a specific need, usually for repair or overhaul work whereby an off-the-shelf product does not exist. This lot requires specific expertise from contractors who have the capability and capacity to assess, design and fabricate products rather than providing ready made products. This specification is for fabrication of mechanical pipe fittings, which has been issued to provide a universal series of requirements to procure mechanical fittings for both clean water and wastewater contracts. It will provide a fast and efficient fabrication service for mechanical fittings whose outside diameters may fall outside British Standard sizes. The service shall be required to be available 24 hours per day, 365 days per annum.
