Summary of the contracting process

The Supreme Court of the United Kingdom is seeking a security, guarding and operational service for the safety of Justices, staff, contractors and visitors, and for protecting the Court’s buildings, assets and activities. The requirement is for guarding the Supreme Court in Parliament Square, Westminster, London, SW1P 3BD. This is a security services contract, including access control and protection against unauthorised access or harm. The site is a fully operational court and an educational destination for the rule of law, and also hosts corporate and charitable events outside normal public opening hours.

This procurement is at the planning stage: the Supreme Court has announced an intention to procure, but has not invited tenders. The anticipated procurement value is £4,200,000. It is a single-lot requirement. The planned service will run for an initial three years from commencement, with possible extensions at the Court’s discretion for two further periods of up to one year each, giving a maximum possible term of five years. Security officers will be required on a 24-hour basis. The buyer expects the next notice to be published on 30 October 2026. The requirement is covered by the Government Procurement Agreement.

This will suit established security providers able to deliver continuous guarding and access-control operations at a high-profile, sensitive public building. Suppliers will need capacity to deploy an appropriate number of officers around the clock, including during public opening hours and out-of-hours corporate and charitable events. Relevant officer training and qualifications are required, together with the ability to meet Security Industry Authority requirements and the security-officer requirements in the Constitutional Reform Act 2025. Experience of protecting people, premises and assets, preventing unauthorised access, and operating safely in a Government Secure Zone would be well aligned with the stated requirement. The service is in place to ensure the safety of Justices, staff, contractors, visitors, and the physical site itself, as well as ensuring the work of the Court, both at its main site and any other location where the work or activities of the Court take place, are done safely and securely.

The UKSC is the United Kingdom's highest court of appeal. It hears appeals on arguable points of law of general public importance, concentrating on cases of the greatest significance. The UKSC is the final court of appeal for all United Kingdom civil cases, and criminal cases from England, Wales and Northern Ireland and (in certain cases) Scotland. The Court plays an important role in the development of UK law. The impact of UKSC decisions extends far beyond the parties involved in any given case, helping to shape our society. Its judgments directly affect everyday lives. The requirement of this contract is for guarding of the UKSC in Parliament Square for an initial period of three years from the commencement of service, and extendable at the discretion of the UKSC for a further two-year period of up to one year each (bringing the total maximum possible term of the contract up to five years). The UKSC is located on Parliament Square and is therefore recognised to be within the Government Secure Zone. The Supplier will need to deploy an appropriate number of security officers, with relevant training and qualifications, to control access and guarding on a 24-hour basis, throughout the contract period to prevent unauthorised access to the premises or any harm to the premises, persons or assets therein. The UKSC is both a non -ministerial government department and a fully operational court and educational destination for the Rule of Law. The Supplier has to ensure that officers and others working on this contract meet the operational and statutory requirements required which include, but are not limited to, the requirements of the SIA and the Security Officer requirements as set out in the Constitutional Reform Act 2025. The site is open to the public Monday through to Friday between the hours of 08:30 and 17:30, but the building is also used for corporate and charitable events out of hours, where officers will be required to be on site.
