Summary of the contracting process

BlueLight Commercial Limited is developing a potential technology and services procurement for the Home Office and National Police Chiefs’ Council (NPCC). The work would support the future delivery, management and oversight of Out of Court Resolutions (OOCRs) across policing. Requirements being explored include OOCR management systems, decision support, referrals, reporting and oversight. This is an information technology services opportunity, covering consulting, software development, internet and support services. The future operating model is being developed and tested with Trailblazer police forces to validate approaches, assess benefits and inform recommendations. BlueLight Commercial is conducting the engagement and any future procurement activity, while the contracting authority for a later procurement has not yet been defined.

This procurement is at planning stage and the current activity is preliminary market engagement, not an invitation to tender or a call for competition. A remote Microsoft Teams market-engagement session is planned for 24 September 2026 at 14:00, with registration requested by 12:00 on 23 September. One-to-one meetings with technology providers are intended for 30 September and 1 October 2026. The buyer expects the next notice to be published around 1 February 2027. The anticipated contract period is 1 April 2027 to 31 March 2030, with renewal potentially extending it to 31 March 2031. The procurement has one planned lot, with an estimated value of £20 million gross (£16,666.67 net), and the route will be developed after engagement.

The engagement is aimed at suppliers able to offer technology products, services or capabilities for policing’s OOCR requirements. Strongly relevant businesses are providers of commercial-off-the-shelf systems that can meet the minimum requirements discussed during the initial engagement and demonstrate functionality for case or resolution management, decision support, referrals, reporting and oversight. Suppliers should be ready to explain how their products could enable a future OOCR operating model and support national outcomes including reduced reoffending, tackling offending’s root causes, improved victim satisfaction, greater consistency, trust in policing, and reduced disparity and disproportionality. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable. The engagement is for preparation and market understanding, not bidding at this stage.

Further to the UK1 Pipeline Notice published on 25th August 2026 by BlueLight Commercial Limited (ref: BLC0348) in relation to Out of Court Resolutions (OOCR) Project, this UK2 Preliminary Market Engagement Notice is issued to invite suppliers to attend a market engagement event. The objective of the engagement is to help the Home Office, National Police Chiefs' Council (NPCC) and BlueLight Commercial better understand the supplier market, available products, services and capabilities that could support the effective delivery, management and oversight of OOCRs across policing. OOCRs play a critical role in the criminal justice system and are a key mechanism through which policing delivers the outcomes set out in the NPCC National Strategy for OOCRs. The strategy defines six national outcomes that all forces must work towards: Reduce reoffending Address the root cause of offending Build trust and confidence in policing Increase victim satisfaction Eliminate disparity and disproportionality Increase consistency The OOCR project is developing and testing a future operating model for the management of OOCRs. As technology will play an important role in enabling the future operating model, the project is seeking to better understand the products, services and capabilities currently available within the market and how they may support future OOCR delivery. The project is being developed and evaluated with a number of Trailblazer police forces to help validate approaches, evaluate benefits and inform future recommendations. BlueLight Commercial therefore invites interested suppliers to attend a market engagement session on Thursday 24th September at 14:00. During the session we will provide an overview of the OOCR Project and our initial requirements. Following this initial market engagement session, BlueLight Commercial intends to hold one-to-one meetings on 30th September and 1st October with technology providers. These sessions will focus on gaining a deeper understanding of the technology capabilities and functionality available within the market and will provide suppliers with an opportunity to demonstrate relevant products and solutions. Depending on the level of interest, BlueLight Commercial reserves the right to restrict these meetings to technology providers only who have Commercial-off-the Shelf (COTS) systems that can meet the minimum requirements set out within the initial market engagement session.  Suppliers will be required to register via Smart Survey. Please note the procurement route, anticipated publication date, and contract term for this opportunity are yet to be determined. These elements will be confirmed following completion of the market engagement process and development of the Authority’s commercial strategy.  This engagement activity is intended solely to raise market awareness, facilitate communication, and inform the Authority’s approach to a potential future procurement. Whilst BlueLight Commercial Ltd will be conducting any future potential procurement activities, the Contracting Authority is not yet defined.
