Summary of the contracting process

Kirklees Council, working with the Greater Huddersfield Clinical Commissioning Group and North Kirklees Clinical Commissioning Group, procured domiciliary care services for adults aged 18 and over in Kirklees. The requirement covers personal care and support in service users’ homes, enabling people to live safely and independently with dignity, privacy and choice. It supports adults with needs associated with older age, sensory impairment, learning or physical disability, physical ill health, chaotic lifestyles, substance misuse, mental illness and dementia. Services are arranged for people meeting the Council’s eligibility criteria, or eligible for NHS Continuing Healthcare or Section 117 aftercare. The work is health and social care services (CPV 85000000), delivered across the Kirklees area, including Huddersfield, Dewsbury, Batley, Heckmondwike, Wakefield and surrounding West Yorkshire communities.

This procurement is complete and has been awarded through a selective restricted procedure, using further competitions under the Council’s dynamic purchasing system. There was one Category 1 lot, and 35 bids were recorded across the resulting awards. Contracts were signed on 31 March 2026. Active awards were made to Abhi Rose Homecare, Abuv & Beyond, Affleck Care, Alliance Community Home Care, Ask4Care, Assist Home Care, Aware Care, Bluewater Care, Burgundy Care Services, Care Counts, Care Within, Choices Homecare (Yorkshire), Colne Valley Equitable Care Society, Comfort Home Care, Complete Care West Yorkshire, Connections Care, Constant Healthcare, Dependable Health Care, For You Social Care, Genuine Carers, Horizonz Care, Inspiring Generations, Kalcrest Care (Northern), Limitless Care, Lotus Home Care, Northern Community Careline, Nova Care Yorkshire, Passion Home Care, Patkay Care Services, Roche Home Care, Routes Healthcare (North), Together in Care Forensic, Willow Wood Care and Yorkshire Care Services. Individual contract values ranged from £32,001.57 to £1,613,801.28; examples include £433,585.59 for Abhi Rose Homecare and £976,185.10 for Routes Healthcare (North).

This outcome shows sustained demand from Kirklees for a broad domiciliary care provider market, with multiple providers appointed to deliver packages through further competition. A credible future supplier would need to provide reliable, person-centred care in service users’ homes and support independence, safety, comfort, dignity, privacy and freedom of choice. Relevant operational capability includes serving adults with varied and sometimes complex needs, including dementia, mental illness, learning or physical disability, sensory impairment, substance misuse and chaotic lifestyles. Providers should be able to manage care packages for people assessed under local authority criteria, NHS Continuing Healthcare or Section 117 aftercare, and maintain sufficient local coverage across Kirklees and West Yorkshire. The awards also indicate competition from established providers based in Huddersfield and nearby communities, as well as wider regional operators.

Notice Title

Further Competitions from the DPS for the provision of Domiciliary Care Apr to Jun 2026

Notice Description

Kirklees Council, in conjunction with the Greater Huddersfield Clinical Commissioning Group and North Kirklees Clinical Commissioning Group, has established a Dynamic Purchasing System (DPS) for the provision of domiciliary care services. The purpose of the procurement exercise is to seek and appoint providers to the DPS, who have the relevant skills and experience, for the delivery of personal care and support (domiciliary care) in service users homes. Kirklees Council and the CCG's have established a DPS to be able to access additional capacity in the market and be able to purchase services to support people to live successfully in their own homes with an appropriate range of person centred services and to enable Service Users receiving care to lead a good quality of life, maximising their independence, remain safe and comfortable in their own homes for as long as possible whilst maintaining their individual dignity, privacy and freedom of choice.
