Summary of the contracting process

NHS Wales Shared Services Partnership Procurement Services, hosted by Velindre University NHS Trust, is buying laboratory culture-media goods for NHS bodies across Wales through an All-Wales framework. The requirement covers three supply areas: prepared, ready-to-use bottled media in different volumes, including agar slopes, waters and related bottled items, for food, water and environmental microbiological testing; lysis buffer, a reagent used to release cellular components for laboratory analysis; and quality control organisms, including NCTC organisms, used to check that laboratory reagents, media and stains produce accurate and reliable results. Deliveries are across Wales. The framework can be used by the named Welsh university health boards, Public Health Wales Trust, Velindre University NHS Trust and the other participating NHS bodies.

The procurement has reached tender: the buyer invited offers using an open procedure. It is divided into three lots, and suppliers may bid for one, two or all three. The enquiry deadline was 28 September 2026 at 17:00, and the tender submission deadline was 5 October 2026 at 12:00. The award decision was due by 26 November 2026. Contracts are scheduled to run from 1 January 2027 to 31 August 2030, with a maximum extent to 31 August 2032. Estimated values are £1,241,500 net (£1,489,800 gross) for Bottled Media, £1,163,000 net (£1,395,600 gross) for Lysis Buffer, and £50,000 net (£60,000 gross) for Quality Control Organisms. Each lot is evaluated 60% on cost and 40% on quality.

This opportunity suits suppliers of laboratory consumables, microbiological culture media, laboratory reagents and reference organisms. Relevant capability includes manufacturing or supplying ready-to-use bottled media, agar slopes, microbiological waters and ancillary products; providing lysis buffers suitable for laboratory analysis; or supplying authenticated quality control organisms, including NCTC strains, maintained as stock cultures and sourced from reference collections. Bidders should be able to support testing laboratories serving NHS organisations across Wales and provide products consistently over a multi-year framework. The requirement is explicitly suitable for small and medium-sized enterprises. The framework awards without reopening competition, so appointed suppliers should be prepared to fulfil orders under the agreed framework terms for participating Welsh NHS bodies. Quality is important alongside cost, with quality carrying 40% of the evaluation.
