Summary of the contracting process

Leicestershire County Council procured subsidised public bus services across Leicestershire, covering routes 7, 8, 11, 12, 15, 27, 28, 29, 29A, 29S, 56, 84, X29, X84 and 153. The requirement is for public road transport services (CPV 60112000), supporting the continued operation of these local bus routes. The council is the buying organisation and the services are delivered in Leicestershire. The procurement comprises one lot and covers multiple route-specific services rather than a single general transport operation. It is therefore relevant to bus operators with the vehicles, drivers, operating systems and regulatory capability to run supported local routes across the county.

The procurement is complete and was directly awarded to Arriva Midlands Limited under the de minimis provisions for bus service subsidies. The award date was 27 August 2026, with a planned signature date the same day. Ten awards were made separately: Service 7 at £87,000 net (£104,400 gross); Service 15 at £89,500 net (£107,400 gross); Service 56 at £51,500 net (£61,800 gross); Service 84 at £42,000 net (£50,400 gross); Service X84 at £65,500 net (£78,600 gross); Services 27/28 at £53,000 net (£63,600 gross); Services 29, 29A, 29S and X29 at £29,000 net (£34,800 gross); Service 153 at £39,000 net (£46,800 gross); Service 8 at £87,000 net (£104,400 gross); and Services 11/12 at £64,000 net (£76,800 gross). Each award period runs from 28 August 2026 to 25 August 2027. The direct-award route was justified by the statutory de minimis exemption.

This award shows established demand from Leicestershire County Council for supported local bus operations across a substantial group of routes, including both individual services and route bundles. A future competitor would need to demonstrate the ability to operate scheduled public bus services reliably across Leicestershire, with suitable vehicles, trained drivers, operational control, timetable and network management, and systems for passenger service and performance monitoring. Credibility would also depend on meeting the legal and safety requirements applying to commercial bus operators, maintaining service continuity across several routes, and managing route-specific delivery at the scale reflected by these awards. Operators with local network knowledge, depot and fleet capacity, and experience delivering publicly supported bus services would be well placed to compete when this requirement returns to market.
