Summary of the contracting process

Tees Valley Combined Authority commissioned services to create a Community Energy Toolkit. The work is intended to support engagement with the community energy sector and local authorities, strengthen stakeholder participation, and build capacity across a wide geographical area. It is a research and related consultancy service, covering the North East and Yorkshire and the Humber. The buyer is a sub-central public authority based in Darlington. The requirement relates to local energy area planning and translating that planning into practical community energy activity. The scope includes working with community energy stakeholders and local authorities, producing outputs for use across the area, and managing engagement challenges that could affect participation and the spread of capacity-building activity.

This procurement is complete and has been awarded through a direct, below-threshold procedure without competition. It comprised one lot. Nordic Energy Ltd was awarded the contract on 21 August 2026 for £75,000 excluding VAT, or £90,000 including VAT. The contract was signed on 31 August 2026 and runs from 1 September 2026 to 31 March 2027. The award covers consultancy and related research services for the Community Energy Toolkit. The contracting authority reserved the right to modify the contract under Schedule 8, paragraph 1 of the Procurement Act 2023 in circumstances including difficulty engaging community energy stakeholders or local authorities, wide-area delivery challenges, and procurement or contract delays that reduce delivery time. No separate competitive evaluation basis is stated.

This award indicates demand for suppliers that can combine community energy expertise with practical consultancy and research. A credible competitor for a future requirement of this kind would need to engage effectively with community energy organisations, local authorities and other stakeholders, including groups that may be difficult to reach. It would also need to design useful toolkits and turn local energy area planning into clear, usable outputs. Experience of capacity building across a broad geography would be relevant, as would the ability to maintain consistent engagement and outputs across different areas. Suppliers should be able to manage stakeholder relationships, adapt delivery when participation is uneven, and work within a defined public-sector delivery programme.
