Summary of the contracting process

Tees Valley Combined Authority commissioned the creation of a Community Energy Toolkit. This is a consultancy and research service intended to support community energy activity, including engagement with community energy organisations, local authorities and other stakeholders, and capacity building across a large geographical area. The work covers the Tees Valley and Yorkshire and the Humber. The requirement is relevant to organisations that develop practical guidance, toolkits or support programmes for community energy and local energy planning. It may also suit consultancies with experience coordinating engagement across public bodies, community groups and energy stakeholders, particularly where the work involves translating research and sector knowledge into usable resources for local delivery.

The procurement is complete and the contract was awarded on 21 August 2026 to Nordic Energy Ltd. It used a below-threshold direct award without competition and was divided into one lot. The award is valued at £75,000 excluding VAT and £90,000 including VAT. The contract period runs from 1 September 2026 to 31 March 2027. The authority reserved the ability to modify the contract in circumstances including difficulty engaging community energy stakeholders or local authorities, delivery across a large geographical area, reduced delivery time caused by procurement or contract delays, and resulting reductions in engagement or outputs. The awarded supplier is a Sheffield-based SME.

This award indicates a defined market for community energy support that combines toolkit development, research and consultancy with practical stakeholder engagement. A credible future supplier would need to understand community energy and local energy planning, build productive relationships with community energy groups and local authorities, and turn that knowledge into clear, usable guidance. The work also points to the importance of managing engagement across a wide area and maintaining consistent outputs where participation varies between locations. Experience in capacity building, facilitation, research, energy-sector consultancy and public-sector delivery would strengthen a competitor’s position. Smaller specialist consultancies can be credible in this market, as the selected supplier is an SME.
