Summary of the contracting process

Cadent Gas Limited is exploring a shared public-safety risk model for gas distribution assets operating at pressures up to 2 bar, working with Northern Gas Networks, SGN and Wales & West Utilities. The service would provide transparent, consistent and auditable risk intelligence for relevant mains, services and risers. It would help the networks compare risk, identify contributing assets and factors, and support network planning, investment and regulatory decisions for GD4, RIIO-4 and beyond. The model would inform decisions rather than make operational decisions or generate work packages. Its scope includes individual and cumulative risk, consequence and injury or fatality likelihood, property, building and occupancy characteristics, and differences in data quality across participating networks. Delivery would cover the United Kingdom.

This procurement is at the planning and preliminary market-engagement stage; it is a request for information, not an invitation to tender or a commitment to procure. One planned lot is classified as services, including civil engineering support, industry-specific software and statistical software development. Cadent expects the future contract to run from 1 February 2027 to 31 January 2037. The buyer expects a further notice on 9 September 2026. Market participants are asked to request the RFI material and provide concise responses on capability, significant gaps, feasibility and relevant experience, with responses requested by 7 September 2026. Any later process may include an expression of interest, pre-qualification questionnaire and invitation to tender. The emerging requirement may be phased or modular.

This will suit organisations combining gas distribution or infrastructure risk expertise with statistical modelling, software development and data analysis. Relevant capability includes designing transparent, explainable and auditable risk models; handling cumulative risk and attributing risk to assets and contributing factors; and incorporating consequence, injury or fatality likelihood, property, building and occupancy data. Suppliers should be able to work with networks at different levels of data quality and maturity, while supporting a common methodology, units of measure and governance framework with justified local variation. The model is expected to support validation, independent assurance and regulatory scrutiny, with explainable calculations, assumptions, coefficients, inputs and outputs. Strong candidates are likely to offer long-term methodology governance, controlled updates and appropriate arrangements for configuration, parameters and intellectual property.

Cadent, working with Northern Gas Networks, SGN and Wales & West Utilities, is seeking information from the market to inform the potential development of a future Below 2 Bar Risk Model. The capability would support public-safety risk assessment, network planning and regulatory decision-making associated with GD4 / RIIO-4 and beyond. The current Mains Replacement Prioritisation System has supported the Iron Mains Risk Reduction Programme. The participating Gas Distribution Networks are now considering how a shared, defensible and future-proof approach could preserve safety performance while improving transparency, auditability and consistency across networks. 1.1 Current context: * The future model is intended to provide transparent intelligence that supports intervention and investment prioritisation, without itself making operational decisions or generating work packages. * Its core purpose is public-safety risk assessment for relevant distribution assets operating up to 2 bar. Worker risk, monetisation and economic factors are outside the core risk calculation. * The model must be capable of supporting regulator scrutiny and consistent interpretation across the participating Gas Distribution Networks. 1.2 Information sought from the market: This RFI is deliberately concise. It seeks an early indication of market capability, material gaps and relevant experience. It is not intended to request a detailed solution, delivery plan, commercial proposal or evidential response at this stage. More detailed information may be requested through the subsequent Expression of Interest, Pre-Qualification Questionnaire and Invitation to Tender stages. High Level Scope: The proposed capability is a common, transparent and auditable public-safety risk model for relevant gas distribution assets operating at pressures up to 2 bar. It should provide risk intelligence that enables the participating Gas Distribution Networks to understand and compare risk consistently, identify the assets and factors that contribute to risk, and support defensible planning, investment and regulatory decision-making. The model is expected to inform decisions rather than make operational decisions or generate work packages. The scope includes relevant mains, services and risers, with the potential for delivery to be phased or modular while retaining a common methodology, units of measure and governance framework. The capability should address risk to individuals and groups, cumulative risk from multiple assets, attribution of risk to contributing assets and factors, consequence and injury or fatality likelihood, and the effect of property, building and occupancy characteristics. It should also accommodate differences in available data, data quality and maturity across the participating networks. The future model should be capable of validation, independent assurance and regulatory scrutiny. Its calculations, assumptions, coefficients, data inputs and outputs should be explainable to technical and non-technical users. The participating Gas Distribution Networks should be able to govern and sustain the methodology over the long term, including controlled updates, a common national baseline with justified local variation, and appropriate ownership of methodology, configuration, parameters and intellectual property. This RFI is not asking respondents to design the complete solution. Respondents should consider whether their organisation can meet the overall scope, identify any material capability or feasibility gaps, and highlight where an aspect of the emerging requirement may be unrealistic or would benefit from clarification, simplification or phasing. Request for Information Enquiries: This Request for Information is intended to provide an early understanding of market capability, experience and potential delivery considerations associated with the proposed Below 2 Bar Risk Model. Respondents are not expected to provide detailed solution designs, delivery plans, commercial proposals or extensive supporting evidence at this stage. The participating Gas Distribution Networks are seeking a high-level indication of whether organisations can meet the scope outlined in Section 2, where any significant capability or feasibility gaps may exist, and whether any aspect of the emerging requirement would benefit from refinement, clarification, simplification or phasing before a formal procurement process. Responses should be concise and proportionate. The information received may be used to inform future market engagement activities, including any subsequent Expression of Interest (EOI), Pre-Qualification Questionnaire (PQQ) and Invitation to Tender (ITT) stages. The RFI does not constitute a commitment to procure and participation will not form part of any future evaluation process. Respondents are encouraged to challenge assumptions where appropriate, identify areas where alternative approaches may achieve the desired outcomes more effectively, and provide any observations that could help shape a more practical, deliverable and value-for-money procurement approach. 3.1 Ability to meet the requirement Can your organisation meet the high-level scope and requirements described in Section 2?
