Summary of the contracting process

Derby City Council commissioned habilitation services for children and young people with visual impairments whose home address is within the Derby City Council boundary. The service requires a suitably qualified and experienced Habilitation Specialist to assess each child or young person’s needs for orientation, mobility and appropriate independence, then provide support to meet those needs. This is a specialist health, social care and community service, covering work delivered for eligible residents in Derby. The buying organisation is Derby City Council, a local public authority. The requirement is focused on practical habilitation for young people with sight loss rather than general social care, education provision or clinical treatment. Businesses with relevant specialist capability should assess their fit against this defined service scope and local eligibility requirement.

The procurement is complete and the contract has been awarded to The Guide Dogs for the Blind Association. It was run as a below-threshold procedure, with the procurement method recorded as unknown, and comprised one lot. The award was made on 18 August 2026 and the contract was signed on the same date. The contract period runs from 1 September 2026 to 31 August 2029, with an awarded gross value of £81,000. The tender description states a maximum budget of £27,000 per annum and a three-year total of £81,000; the contract has no extension option. The selected supplier is a large voluntary, community or social enterprise organisation. The contract remains active, while the tender is recorded as complete.

This award demonstrates a defined requirement from Derby City Council for specialist habilitation supporting children and young people with visual impairments. A credible future competitor would need qualified and experienced Habilitation Specialists able to assess orientation, mobility and independence needs, and deliver practical support tailored to individual service users. Providers would also need to work with children and young people whose residential addresses fall within the council boundary, making local coverage and an understanding of Derby’s population important. The successful supplier’s status as a large voluntary, community or social enterprise indicates that organisations with established charitable or community-service infrastructure may be well placed for this type of work. Relevant evidence should centre on specialist visual-impairment habilitation, safeguarding and reliable service delivery for young people.
